Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Weems called the meeting to order at 9:00 A.M. Commissioner Bruns was absent.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 12, 2021. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Henry, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Woodruff, seconded by Hewgley to authorize the Chairman to sign the right-of-way application submitted by Beveridge Well Drilling for Scott Chase. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Hewgley, seconded by Henry to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Henry, seconded by Hewgley to authorize the Chairman to sign the right-of-way application submitted by McCook Public Power District. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Woodruff, seconded by Hewgley to authorize the Chairman to sign the amended Golden Spike Tower special designated liquor permit changing the event times for after hour socials on August 6, 2021 & August 7, 2021 at the Golden Spike Tower. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Henry, seconded by Woodruff to authorize Deputy County Attorney, Tyler Volkmer, to negotiate with Martin Troshynski and William Troshynski for court appointed counsel services with a Commissioner present. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Sheri Newton, Deputy County Treasurer.

No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Woodruff to approve the letter of explanation for late filing of 2021 homestead exemption application by Sally Hilferty. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Commissioner Bruns arrived at 9:19 A.M.
Motion by Henry, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by American National Red Cross as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization recessed at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
Carla O’Dell, Lincoln County Highway Supt., reported that the Bike Trail Committee had met. The additional funding did not happen so they are requesting that the bid be rejected.
Motion by Hewgley, seconded by Bruns to reject the bid for the North Platte Trail Network Bike Trail from Myers Construction Inc. in the amount of $325,883.68. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the special designated liquor license application submitted by Big Red Liquor for a wedding reception on August 7, 2021 at Harbor Lights. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Bruns to approve and authorize the Chairman to sign a Nebraska Office of Highway Safety grant application for the Lincoln County Sheriff’s Office in the amount of $15,120. (National Drive Sober or Get Pulled Over, August 20, 2021 to September 6, 2021). Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Henry to go into closed session at 10:00 A.M. regarding personnel matters in the Roads Department, which includes job performance and conduct being evaluated, to protect needless injury to the reputation of the individuals. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Chairman Weems restated the motion for the closed session.
Motion by Hewgley, seconded by Bruns to go into open session at 11:13 A.M. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Advance notice and the agenda for the July 19, 2021 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 16, 2021; and was also emailed to the media on July 16, 2021.
The agenda for the meetings to be held on Monday, July 26, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
