Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Henry offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Bruns, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 26, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to adopt Resolution No. 2021-19 directing the County Treasurer or her Deputy to issue tax sale certificates to Lincoln County on those parcels which are two years delinquent on real estate taxes or special assessments. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to authorize the Chairman to sign the contract with Midlands Contracting, Inc. for the Ingham Bridge Replacement Project. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as Deputy County Treasurer, Sheri Newton.
Motion by Woodruff, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 26, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Woodruff to approve the motor vehicle tax exemption application for North Platte Catholic Schools as recommended for approval by Lincoln County Treasurer, Shelli Franzen, as signed on July 20, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Bruns to approve the motor vehicle tax exemption application for Community Action Partnership of Mid-Nebraska for approval by Lincoln County Treasurer, Shelli Franzen, as signed July 21, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
A public hearing was opened at 9:30 A.M. on the application by Pal’s Brewing Company LLC dba Pals Brewing Company for a Class CK Catering License.
Paul Oettinger appeared to answer any questions. They have had a Class IK license to sell liquor, wine and beer on sale and to cater outside events. They are requesting to change to a CK license which would also them to do off sale of liquor, wine and beer.
No other comments were received. The public hearing was closed at 9:36 A.M.
Commissioner Woodruff told him he appreciated family run organizations.
Motion by Woodruff, seconded by Bruns to recommend approval to the Nebraska Liquor Control Commission on the application by Pal’s Brewing Company LLC dba Pals Brewing Company for a Class CK Catering license. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Hewgley to authorize the Chairman to sign the special designated liquor application submitted by Pals Brewing Company LLC for a Craft Beer Festival on September 18, 2021 at Pals Brewing Company. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Henry to formally accept the July 30, 2021 letter of resignation from Shelli Franzen as Lincoln County Treasurer effective immediately. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
No action was taken on Addendum #3 to the lease agreement for office space in the Craft State Office Building with NE Dept. of Administrative Services due to the substantial increase in rent.
Chairman Weems will contact Commercial Investment Services in reference to local, current rental prices for comparison.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 30, 2021; and was also emailed to the media on July 30, 2021.
The agenda for the meetings to be held on Monday, August 9, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
