Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Weems offered prayer. Weems called the meeting to order at 9:00 A.M. Commissioner Hewgley was absent.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 23, 2021. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Henry, seconded by Bruns to receive and order filed the treasurer’s receipts. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Woodruff, seconded by Bruns to authorize the Chairman to sign the aerial hunting agreement with USDA Wildlife Services in the amount of $603.75. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well Deputy County Treasurer, Sheri Newton.
Motion by Woodruff, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 23, 2021. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Bruns, seconded by Henry to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real estate. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Henry, seconded by Bruns to approve the motor vehicle tax exemption application submitted by Riverside Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Bruns, seconded by Henry to adopt Resolution No. 2021-23 determining the final allocation of levy for political subdivisions under the county levy limit for 2021. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
No action was taken on the gWorks change order. The Deputy County Attorney will request additional clarification.
Motion by Bruns, seconded by Woodruff to approve the 5 year (2023 – 2027) interlocal agreement from with the City of North Platte for the purpose of providing residents of the county the opportunity to utilize the City library. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Henry, seconded by Woodruff to approve the 2021 inventory forms submitted by all county offices. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 27, 2021; and was also emailed to the media on August 27, 2021.
The agenda for the meetings to be held on Tuesday, September 7, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
