Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Vice Chairman Woodruff offered prayer. Vice Chairman Woodruff called the meeting to order at 9:00 A.M. Commissioner Weems was absent.
Vice Chairman Woodruff announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Bruns, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 22, 2021. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Hewgley, seconded by Bruns to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Bruns, seconded by Wuehler to adopt Resolution No. 2021-40 authorizing the County Treasurer to transfer excess funds in the Jail Building Fund to the Jail Bond Fund. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with County Treasurer, Alex Gurciullo.
Motion by Bruns, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 22, 2021. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Bruns to approve the motor vehicle tax exemption application submitted by Region II Human Services as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Wuehler to approve the purchase of a Canon 617IF copier for the County Treasurer – Motor Vehicle Dept. in the amount of $2680.00 from Capital Business Systems. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Brandon Myers, Region 51 Emergency Management Director, gave his quarterly report for the quarter ending September 30, 2021.
Discussed contracting with West Central Development District for interim grant administration of State & Local Fiscal Recovery Funds (SLFRF) for Lincoln County for the priorities that need immediate funding assistance which are written into the legislation. CJ Poltack and Amber Kuskie appeared to represent West Central Development District. They recognize the food banks need assistance prior to the end of the holiday season. They are suggesting an interim agreement to include only the food bank funding. They would charge $75.00 per hour for administration since Lincoln County is a dues paying member of the district. A possible application deadline of December 16, 2021 was discussed.
Commissioner Woodruff questioned if they were working with other counties in the district.
Kuskie replied that at this time they are not, but they have studied the ARPA guidelines extensively.
Commissioner Woodruff asked what services the county would receive.
Poltack responded that they would determine eligibility, work with the budget and follow up on how the money was spent.
Commissioner Hewgley commented that he feels confident in West Central Development District’s ability to handle the grants.
Commissioner Bruns asked about the record keeping system.
Kuskie stated they already have a system in place that can be utilized.
Commissioner Woodruff inquired if the application form was complete.
Commissioner Bruns told board members that NACO has supplied a template and West Central Development District might have do some tweaking to the document.
Motion by Hewgley, seconded by Bruns to direct legal counsel to work with West Central Development District to develop an interim agreement and to authorize the Chairman or Vice Chairman to sign off on behalf of the county when completed. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Bruns, seconded by Wuehler to approve publication of notice of funding and setting the initial deadline for receipt of applications for State & Local Fiscal Recovery Funds (SLFRF) for December 16, 2021 at 4:00 P.M. Applications are to be turned into the Lincoln County Clerks’ Office by the deadline. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
The following bids was received for Sarben Guardrail Project to include the following
projects: 1) dirt work only: BSB Construction Inc. Curtis, NE $72,530.00, Beveridge Inc. $72,200.00, Level LLC of North Platte $49,400.00, 2) guardrail installation only: Garcia-Chicoine Ent. Inc., Milford, NE – $61,018.75 and 3) dirt work and guardrail installation: No combined bids were received.
Approval of a bid for Sarben Guardrail Project was tabled until the next week.

Discussed the National Opioid Litigation Settlement. The county essentially has three options to choose from which are 1) Sign on to the settlement agreement and become eligible for a direct share of the settlement proceeds; 2) Sign on to the settlement agreement and contribute your county’s direct share for use within your Behavioral Health Region; or 3) Elect no to sign on to the settlement agreement.
Motion by Wuehler, seconded by Bruns to authorize Chairman or Vice-Chairman to sign on to the settlement agreement and contribute Lincoln County’s direct share for use to Region II Services. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
