Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Kent Weems, Micaela Wuehler, Jerry Woodruff and County Clerk, Rebecca Rossell. Wuehler offered prayer. Weems called the meeting to order at 9:03 A.M. Commissioners Bruns and Hewgley were absent.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 20, 2021. Upon roll call vote Weems, Wuehler, and Woodruff voted “aye”. Nays, none. Bruns and Hewgley absent.
Motion by Woodruff, seconded by Wuehler to receive and order filed the treasurer’s receipts. Upon roll call vote Weems, Wuehler, and Woodruff voted “aye”. Nays, none. Commissioners Bruns and Hewgley absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as Deputy County Treasurer, Sheri Newton.
Motion by Wuehler, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 20, 2021. Upon roll call vote Weems, Wuehler, and Woodruff voted “aye”. Nays, none. Commissioners Bruns and Hewgley absent.
Motion by Woodruff, seconded by Wuehler to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real and personal property. Upon roll call vote Weems, Wuehler, and Woodruff voted “aye”. Nays, none. Commissioners Bruns and Hewgley absent.
Motion by Woodruff, seconded by Wuehler to approve the motor vehicle tax exemption applications as submitted by North Platte Opportunity Center, Goodwill Industries of Greater Nebraska Inc., and American National Red Cross as recommended for approval by the County Treasurer. Upon roll call vote Weems, Wuehler and Woodruff voted “aye”. Nays, none. Commissioners Bruns and Hewgley absent.
Motion by Wuehler, seconded by Woodruff to approve the motor vehicle tax exemption applications submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Weems, Wuehler and Woodruff voted “aye”. Nays, none. Commissioners Bruns and Hewgley absent.
The Lincoln County Board of Equalization adjourned at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.
Carla O’Dell, Lincoln County Highway Superintendent, gave a summary of the 2021 road construction and maintenance projects.
Motion by Woodruff, seconded by Wuehler to approve and authorize the Chairman to sign change order No. 1 for the Lincoln County Courthouse 2nd & 3rd Floor Bathroom remodel project in the amount of $15,900.00. Upon roll call vote Weems, Wuehler and Woodruff voted “aye”. Nays, none. Commissioners Bruns and Hewgley absent.
Discussion was held concerning setting salaries for elected officials for the term beginning in January 2023 and ending January 2027. Chairman Weems stated he wanted to provide transparency to the process.
Commissioner Woodruff stated he felt elected officials should be rewarded but must be realistic.
Commissioner Wuehler commented that the county should stay the course and give increases that are appropriate so we are not behind the salary recommendations.
Commissioner Weems reported he would consider establishing a higher base salary but the County Board has to balance being fair to the elected officials as well as the budget and taxpayers.
Motion by Woodruff, seconded by Wuehler to go into closed session at 10:35 A.M. concerning strategy session regarding purchase of real estate. Upon roll call vote Weems, Wuehler and Woodruff voted “aye”. Nays, none. Commissioner Bruns and Hewgley absent.
Chairman Weems restated the motion for the closed session.
Motion by Woodruff, seconded by Wuehler to go into open session at 11:02 A.M. Upon roll call vote Weems, Wuehler and Woodruff voted “aye”. Nays, none. Commissioners Bruns and Hewgley absent.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 30, 2021; and was also emailed to the media on December 30, 2021.
The agenda for the meetings to be held on Monday, January 10, 2022 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
