Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Bruns offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments are posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 11, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to receive and order filed the treasurer’s receipts as presented. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Wuehler to approve the report from the County Treasurer on personal and real property taxes which are uncollectible and need to be stricken per NE State Statute §77-1738. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to receive and order filed fee report submitted by the County Sheriff for $12,081.73. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to authorize the Chairman to sign the Nationwide Click It or Ticket grant request for the Lincoln County Sheriff’s Office from May 23 – June 5, 2022 for $15,000.00. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Alex Gurciullo, County Treasurer.

Motion by Weems, seconded by Woodruff to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property.

Motion by Weems, seconded by Woodruff to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Wuehler to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.
Commissioner Wuehler reported to the County Board concerning appointment of a representative to Sandhills RC & D organization and payment of 2022 dues. The organization is still active. They have modified their focus to conservation education and monitoring, housing, Sandhills Scenic Byway organization and Hooker County Tourism Board. Due to the size of Lincoln County, we have two representatives. One Commissioner and one At-Large member. They meet every other month and move the meeting sites around the area to various locations.
Commissioners concurred that it is important to support our neighboring counties.
Chairman Bruns appointed Commissioner Wuehler to the Sandhills RC & D board with Bill Henry continuing as the At-Large representative. A claim will be submitted for $100 payment for 2022 dues.
Brian Glos reported that the City of North Platte would allow Lincoln County Dept. of Roads to piggyback on for two asphalt overlay projects for 2022. The price of asphalt will be $130 a ton. The two projects would be West State Farm Road from Buffalo going west, and Walker Road to Echo Road. Glos suggested an interlocal agreement with the City of North Platte to add these two projects.
Deputy County Attorney, Tyler Volkmer, stated the two options for the board would be an interlocal agreement or a special purchase.
Motion by Woodruff, seconded by Wuehler to approve two overlay projects, using an interlocal agreement with the City of North Platte, for West State Farm Road and Walker Road. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

County Board discussed the strengths and weaknesses of both candidates in different areas as both were qualified applicants.
Motion by Hewgley, seconded by Weems to appoint Brian Glos as Lincoln County Highway Superintendent.
Commissioner Hewgley commented that this was a tough decision. He does not believe we could go wrong with either candidate. He felt Glos had grown in his time at the road department and knows the county.
Commissioner Weems stated he knows that Glos likes working in the field and wondered how he would adjust to more of an office management position. He also stated that sometimes an outside person stepping in might further strengthen current internal strengths and help with internal weaknesses.
Commissioner Wuehler said that she felt that Glos stepped into a difficult position and proved himself and she feels he is the person for the job.
Commissioner Bruns wants the candidate that would strengthen the road department.
Commissioner Woodruff felt the two candidates would complement each other.
Upon roll call vote Hewgley and Wuehler voted “aye”. Nays, Weems, Bruns and Woodruff. Motion failed.
Motion by Woodruff, seconded by Weems to appoint Jason Schultz as Lincoln County Highway Superintendent.
Commissioner Hewgley said he likes to promote from within.
Commissioner Wuehler stated her decision was based on existing employees reaching out to her and supporting Glos.
Commissioner Bruns commented that in fairness you would need to allow a new person time to build those relationships.
Commissioner Woodruff said that change is not easy but it can also be good.
Commissioner Wuehler stated that it could be challenging to become a boss being promoted from within as well as being challenging to come in from the outside as management.
Upon roll call vote Weems, Bruns and Woodruff voted “aye”. Nays, Hewgley and Wuehler. Motion carried.
Jason Schultz will begin his duties as Lincoln County Highway Supt. on May 9, 2022.

The meeting was adjourned at 11:57 P.M.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 15, 2022; and was also emailed to the media on April 15, 2022.
The agenda for the meetings to be held on Monday, April 25, 2022 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
