Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Wuehler offered prayer. Bruns called the meeting to order at 9:00 A.M. Commissioner Hewgley was absent.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 9, 2022. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Weems, seconded by Wuehler to receive and order filed the treasurer’s receipts. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Woodruff, seconded by Weems to authorize the Chairman to sign the Blue Cross Blue Shield NACO subgroup health insurance application form effective 7-1-22. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Wuehler, seconded by Weems to authorize the Chairman to sign the right-of-way application submitted by Hershey Cooperative Telephone Company on West Power Road and Sand Road. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Woodruff, seconded by Weems to receive and order filed the fee report submitted by the County Sheriff for $4561.40. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Commissioner Hewgley arrived at 9:14 A.M.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as Alex Gurciullo, County Treasurer.
Motion by Woodruff, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 9, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption application submitted by Beautiful Savior Lutheran Church as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.
County Treasurer, Alex Gurciullo, requested to amend the contract with NIC Nebraska that collects electronic payment transactions for her office. NIC Nebraska charges users a flat fee rather than a percentage rate that will benefit the taxpayers. Online real estate transactions will stay with Certified Payments.
Deputy County Attorney, Tyler Volkmer, will review the agreement.
Tanner Pettera of Hub International Insurance reviewed the summary of the quotes received for county property and casualty insurance from EMC and Travelers Insurance. He suggested some revisions to the county’s current policy. Topics discussed included the property loss deductible, wind/hail buy down, fleet coverage, cyber security and the county’s workers compensation module.
Commissioner Hewgley asked him what percentage of his clients are with the two carriers quoted.
Pettera replied he does more with Travelers but does work with both companies and has had good experience with both companies.
Commissioner Hewgley commented that EMC has been very good to the county over numerous years. He suggested more discussion on pulling out workers’ comp to a stand-alone policy.
Commissioner Bruns said that longevity with a carrier can make a difference.
Commissioner Weems concurred that EMC has been a consistent carrier for the county.
The renewal date discussed with the County Clerk is August 1st. There will be a short-term renewal from 5-23-22 to 8-1-22.
Pettera will go back to the insurance carriers with the adjustments that were discussed and bring a revised summary to the next board meeting for consideration.
Motion by Hewgley, seconded by Woodruff to approve and authorize the Chairman to sign the fee agreement with Hub International Great Plains Limited as presented. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to approve the special designated liquor permit submitted by Nebraska Bar & Grill LLC of Gothenburg for a wedding reception to be held at Harbor Lights on July 11, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Chairman Bruns stated that the process for appointing two of the members of the Veterans Service Committee was reviewed and it appears that the process was not exactly followed per Nebraska State Statute. To clean up the process, it has been recommended that those two members be removed and appointments be made to fill these two vacancies.
Troy Merritt was present and stated he understand the reason for removal. He commented that he would like to continue serving on the Veterans Service Committee if selected.
Motion by Hewgley, seconded by Woodruff to approve the removal of Bradly Nelson and Troy Merritt from the Veterans Service Committee.
Commissioner Hewgley commented that the process need to be done per Nebraska State Statute.
Commissioner Bruns reported that the Veterans Service Officer as a list of candidates from the appropriate nominating organizations.

Motion by Weems, seconded by Woodruff to approve and authorize the Chairman to sign the Memorandum of Understanding in regard to use of Amplifund for Victim Witness grant funding reports. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 13, 2022; and was also emailed to the media on May 13, 2022.
The agenda for the meetings to be held on Monday, May 23, 2022 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
