Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Bruns called the meeting to order at 9:00 A.M. Commissioner Weems was absent.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 21, 2022. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Woodruff, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Wuehler, seconded Hewgley to authorize the Chairman to sign a contract with Lee Davies Architecture for professional services for renovation of existing building for District 9 Probation Office (103-111 North Dewey).
Deputy County Attorney, Tyler Volkmer, stated he had a concern about insurance coverage not being addressed in the contract.
Commissioner Woodruff questioned if the square footage was correct, but it was decided this was not an issue.
Pending receipt of addendum addressing receipt of insurance coverage was added to the motion.
Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Deputy County Treasurer, Sheri Newton.

No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Wuehler to approve the motor vehicle tax exemption application submitted by West Central District Health Department as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Region 51 Emergency Management Director, Brandon Myers, told Commissioners that the memorandum of agreement between NEMA, Lincoln County and Hitchcock County addresses an issue that happened in the paperwork between FEMA and NEMA. There is a $52,500 payment that needs to be paid to Hitchcock County and not Lincoln County as stated in the paperwork. The agreement makes Lincoln County a pass through to get the money to Hitchcock County.
Motion by Woodruff, seconded by Hewgley to authorize the Chairman to sign a Memorandum of Agreement between the Nebraska Emergency Management Agency and Lincoln and Hitchcock counites. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Board members discussed a request to amend the resolution to allow for sale of on and off sale alcohol for the entire day on Sunday. The current resolution does not allow alcohol until after 12:00 noon on Sundays. The City of North Platte recently made a change to the city ordinances allowing alcohol sales all day on Sunday.
Paul Ottinger of Pal’s Brewery has a full liquor license. He would like to see the county amend the resolution to mirror the city. It will be less confusing for both the public and servers. They have had a brunch in the past and this change would enhance that option if they could serve alcohol.
No action was taken. The next step would be to consider a resolution.
Building and Grounds Director, Jeff Higgins, explained that the district court judges have requested some changes to be made to the third-floor district court area. They are requesting new signage, a new drop ceiling in the hallway between the judge’s offices with new lighting, remodel of the ceiling gird for the bailiff’s offices and some electrical work.
He has been working for months to get three informal bids. He has only received one bid for electrical from Snells in the amount of $5054. He has one bid for signage from Condons Signs for $2288. A bid for drywall from Mitchell’s Dry Wall for $3860. The carpet bid came in at $1047 and he did receive two bids for the ceiling grids for $3035 and $3200. The total cost of the project is $15,284 excluding someone to lay the carpet.
Motion by Wuehler, seconded by Woodruff to approve the third-floor district court remodel for District Judges in the amount of $15,284. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Noxious Weed Department Supt., Todd Herndon, reports there are some settlement issues on the block portion of the Noxious Weed Dept. building. The foundation settling has caused the block to crack.
He tried to get three informal bids. He received the following: EPP Foundation Repair – $31,350; Thrasher – $28,530 and Quality Block and Foundation Repair did not bid. There is a tight time frame to get a repair done before it freezes.
Commissioner Hewgley suggested having an engineer review the bids.
The following Lincoln County Employees were recognized for their service to Lincoln County: Jeff Higgins – 5 years, Lois Snyder, Jeff Smith, and Colton McGill were recognized for 10 years of service.
