Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, and County Clerk, Rebecca Rossell. Commissioner Hewgley was absent. Deterding offered prayer. Chairman Roethemeyer called the meeting to order at 9:00 A.M.
Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 24, 2012. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Roethemeyer to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Roethemeyer to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Roethemeyer to renew the annual Child Support Enforcement Agreement with McPherson County to provide services by the Lincoln County Attorney’s Office. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Roethemeyer to approve and authorize the chairman to sign an amendment to the Food Service agreement using the C.P.I. to determine new rates between Lincoln County, NE and CBM Managed Services for the detention center. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Roethemeyer to approve the withdrawal of securities by NebraskaLand National Bank as pledged to the Lincoln County Clerk. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared and also County Treasurer, Sue Fleck.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 24, 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Roethemeyer to approve the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Roethemeyer to approve the motor vehicle tax exemption application submitted by Great Plains Regional Medical Center as recommended for approval by the County Treasurer. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Deterding, seconded by Roethemeyer to authorize the chairman to sign a federal engagement letter and legal litigation letter for Don Wilson, CPA, for auditing purposes. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
Don Wilson discussed some upcoming Governmental Auditing General Standards that will change for the 2013 audit. The county board will need to appoint a person who has the skills, knowledge and experience to review the financial statements.
The following bid was received for one pickup truck for the Lincoln County Emergency Management Office: Janssen Motors – approximately $22,460 with trade.
Board cannot accept approximate bids. It was decided to re-advertise for bids for one pickup truck for the Lincoln County Emergency Management Office.
Jerry Steffes appeared to discuss vacating a portion of Foothill Road to allow additional irrigated acres.
Jerry Hitchcock, County Highway Supt., stated there is statutory process for vacation of roads that will need to be followed.
Mr. Steffes will continue with the statutory process since the county board appeared to have no objections at this time.
Motion by Deterding, seconded by Roethemeyer to set October 22, 2012 at 10:00 A.M. to accept bids for 1 or 2 new or used maintainers for the Lincoln County Dept. of Roads. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Roethemeyer to approve the special designated liquor permit submitted by Fun Center, Inc. for a customer appreciation event to be held on October 27, 2012 at the Lincoln County Fairgrounds. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Roethemeyer to approve the special designated liquor permit submitted by Fraternal Order of Eagles #2839 for the Pheasants Forever Banquet to be held on October 20, 2012 at the Creekside Event Center. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.

Advance notice and the agenda for the October 1, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, October 8, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
