Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Micaela Wuehler, Chris Bruns, Jerry Woodruff, Deputy County Clerk, Melissa Wilson. Commissioner Weems was absent. Chris Bruns offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 12, 2022. Upon roll call vote Woodruff, Hewgley, Wuehler, and Bruns voted “aye”. Nays, none. Weems absent.
Motion by Hewgley, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Woodruff, Wueher, and Bruns voted “aye”. Nays, none. Weems absent.
Motion by Woodruff, seconded by Wuehler to receive and order filed the fee report for the Lincoln County Sheriff’s Office $4722.25. Upon roll call vote Woodruff, Wuehler, Hewgley, and Bruns voted “aye”. Nays, none. Weems absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Woodruff, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 12, 2022. Upon roll call vote Woodruff, Wuehler, Hewgley, and Bruns voted “aye”. Nays, none. Weems absent.
Motion by Wuehler, seconded by Hewgley to approve the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Wuehler, Hewgley, Woodruff, and Bruns voted “aye”. Nays, none. Weems absent.
Motion by Hewgley, seconded by Woodruff to authorize the Chairman to sign the contract for Professional Appraisal Services with Pritchard & Abbott Inc. Upon roll call vote Hewgley, Woodruff, Wuehler, and Bruns voted “aye”. Nays, none. Weems absent.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Jayna Schaaf, Executive Director of Community Connections and Brandy Buscher from the North Platte Public Schools discussed the FY 2024 Enhancement Grant (EB) application. They’re working with Boys Town to get back on regular schedules with students. This will implement K-5 grade to help with better habits on attending school regularly. Motion by Woodruff, seconded by Wuehler to authorize the Chairman to sign the FY 2024 Enhancement Grant (EB) application. Upon roll call vote Woodruff, Wuehler, Hewgley, and Bruns voted “aye”. Nays, none. Weems absent.
Jason Schultz, Lincoln County Roads Superintendent, spoke on the purchase of three 13’ Road Grooms from Swihart’s. They demoed one from the City and found it to be very useful and cost effective. They’re a tractor tow-behind to cut washboards and redistribute gravel 3-4 times faster than a motor grader. He said they’d continue to use the motor graders where needed. The cost is $17,400.00 per Groom and freight. If purchased, they could be delivered by mid-January.
The board discussed using ARPA funds for this purchase.
Motion by Woodruff, second by Wuehler to purchase three 13’ Road Grooms from Swihart’s in the amount of $52,200.00 including freight with ARPA funds and it shall be noted that the grooms produced by Swihart’s are unique thus non-competitive. This finding does away with the requirement of competitive bidding. Upon roll call vote Woodruff, Wuehler, Hewgley, and Bruns voted “aye”. Nays, none. Weems absent.
Jason Schultz, Lincoln County Roads Superintendent, discussed setting a date and time to receive bids on a new/used utility tractor. He’d like a front wheel assist with 120HP or more.
The board discussed the bid process and giving ample time for Jason to get bids for the utility tractor.
Motion by Woodruff, second by Wuehler to accept and open bids for a new/used utility tractor on January 23, 2023, at 10:00 AM. Upon roll call vote Woodruff, Wuehler, Hewgley, and Bruns voted “aye”. Nays, none. Weems absent.
Chairman Bruns discussed the appointments and salaries of Department Heads. The board tabled this discussion until the January 3, 2023, Commissioners Meeting.
The board discussed the Tax Statement for the Port Authority property in Hershey. The North Platte Chamber is the owner but in closing documents the county is to pay the taxes. Chairman Bruns stated he’d like to look into the closing documents before moving forward with this.
Deputy County Attorney, Tyler Volkmer, stated that ARPA Funds can’t be used for this claim.
Chairman Bruns tabled this for a future date.
Motion by Woodruff, seconded by Hewgley to go into closed session at 10:28 A.M. to discuss strategy with respect to pending or imminent litigation, real estate purchase, deployment of security personnel and devices or evaluation of job performance as to prevent needless injury to reputation. Upon roll call vote Woodruff, Hewgley, Wuehler, and Bruns voted “aye”. Nays, none. Weems absent.
Chairman Bruns restated the motion for the closed session.
Motion by Woodruff, seconded by Wuehler to go into open session at 10:40 A.M. Upon roll call vote Woodruff, Wuehler, Hewgley, and Bruns voted “aye”. Nays, none. Weems absent.

County Board conducted a quarterly inspection of the Lincoln County Detention Center.
The meeting was adjourned at 11:47 A.M.
Advance notice and the agenda for the December 19, 2022, board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall, and the Lincoln County website on December 16, 2022; and was also emailed to the media on December 16, 2022.
The agenda for the meetings to be held on Tuesday, January 3, 2023, will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
