Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 23, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve and authorize the Chairman to sign the Region II Human Services Interlocal Participation Agreement for fiscal year 2014-2015 for behavioral health. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve and authorize the Chairman to sign the sub-grant agreement for Child Support Enforcement Services for Clerk of District Court. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the reappointment of Frank Hultman to serve on the Veterans Service Committee for a five year term ending June 30, 2019. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the addition of securities at NebraskaLand Bank as pledged to the Lincoln County Clerk. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the notice of valuation changes numbered 2014-019 & 2014-020 as submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve going into closed session at 9:21 A.M. concerning strategy regarding potential litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Chairman Deterding restated the motion for the closed session.
Motion by Hewgley, seconded by Roethemeyer to approve going into open session at 9:37 A.M. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
No action was taken following the closed session.
The Lincoln County Board of Equalization recessed at 9:37 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Roethemeyer, seconded by Hewgley to approve the following special designated liquor permits submitted by the Lincoln County Ag Society for the following events to be held at the Lincoln County Fairgrounds:
1) July 23, 25 & 27 At the Raceway beer garden
2) July 25 & 26 At the Pavilion & Arena beer garden
3) July 27 Mud volleyball
Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the new management (Timothy Fuqua) for the Class I Liquor license at Lake Maloney Golf Course. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Recess at 10:25 A.M. as the Lincoln County Board of Commissioners and reconvene as the Lincoln County Board of Equalization.
Discussed and considered 2014 Property Valuation Protests – Form 422.
The Lincoln County Board of Equalization adjourned at 12:35 P.M. and the Lincoln County Board of Commissioners reconvened.

Advance notice and the agenda for the June 30, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, July 7, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
