North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 22, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way application submitted by Dawson Public Power District. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 22, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Commissioner Hewgley reported that four proposals had been received for engineering services for the Lake Maloney Trail Grant Phase II. After review, the recommendation would be T C Engineering of North Platte in the amount of $51,500 as they are local, they were involved in Phase I of this project and they had the lowest fee.

 

Motion by Henry, seconded by Deterding to select T C Engineering of North Platte, NE in the amount of $51,500 for engineering services for the Lake Maloney Trail Grant Phase II subject to a signed contract between parties. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Jim Hawks, City Administrator along with City Attorney, Doug Stack and Judy Clark who is the Planning & Zoning Director for both the city and county appeared to discuss Airport Zoning Regulations.

 

They explained the City of North Platte adopted a new set of Airport Zoning Regulations several years ago.

 

Mike Sharkey, Airport Manager asked about reactivating the Joint Airport Zoning Board even though it had been inactive for years.

 

The City stated they would be willing to discuss a joint board but felt they were where they needed to be on this issue.

 

Commissioner Hewgley asked if we had to have a joint Airport Zoning Board.

 

Deputy County Attorney, Joe Wright responded that we did not need a joint board. We can have two boards with one for the County and one for the City.

 

Judy Clark commented that as long as the two boards were similar there shouldn’t be a problem. She discouraged having an additional board involved.

 

Joe Wright reported that the last meeting of the Joint Airport Zoning Board was in 2011. In 2013 the County adopted zoning regulations within a 3 mile radius of the airport.  The County would just need to expand to a 10 mile radius.

 

No official action was taken on the matter.

Advance notice and the agenda for the February 29, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on February 25, 2016; and was also emailed to the media on February 25, 2016.

 

The agenda for the meetings to be held on March 7, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
