Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 17, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-70 for completion of the Bridge & Culvert Object Markers project for the Lincoln County Department of Roads. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on October 17, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.
Highway Supt. Carla O’Dell, reported that the bids for two V Plows were part of the motor grader bids received prior by the County Board. The bid for motor graders was accepted at that time but not for the V Plows.
The bids for two V Plows for the motor graders are as follows:
NMC $14, 200
Murphy Tractor $20,000
Motion by Henry, seconded by Deterding to approve and accept the bid of NMC in the amount of $14,200 for two V Plows. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
GIS Workshop gave a brief presentation on how the roads information would be layered on the base map for the Lincoln County Department of Roads. The county already has four other departments that have layers: Assessor, Emergency Management, Clerk and Planning. The initial cost for the project would be $5600. There would be an annual cost of $2625.
Highway Superintendent O’Dell reported that this amount was included in the 2016/2017 budget that was submitted and approved. The tab would incorporate all the information together in one spot.

Advance notice and the agenda for the October 24, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on October 21, 2016; and was also emailed to the media on October 21, 2016.
The agenda for the meetings to be held on Monday, October 31, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
