Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.  Commissioner Hewgley was absent.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 23, 2017. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2017-05 appointing Lincoln County depositories for 2017. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 23, 2017. Upon roll call vote Deterding and Henry voted “aye”. Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

The 9:30 A.M. agenda item for the special designated liquor permit application was cancelled.

 

Motion by Deterding, seconded by Henry to approve to set February 21, 2017 at 10:00 A.M. to accept bids for roof replacement on the Lincoln County Courthouse, Roof 1, 2, 3 and 4. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

The following informal bids were received for a copier for District 11 Probation Office in Lexington: Capital Business Systems – $6,753.00; Konica Minolta – $6,285.30; and Eakes – $9,802.00.

 

District 11 Chief Probation Officer, Lonnie Folchert, recommended purchase from Capital Business Systems as they like the Canon products and service.

 

Motion by Deterding, seconded by Henry to accept the bid of Capitol Business Systems in the amount of $6,753.00 for a copier for the District 11 Probation Office in Lexington. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign an Electronic Recording Agreement with Indecomm Global Services for the Register of Deeds Office. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Lois Block, Lincoln County Register of Deeds, had the following informal bids for a plat cabinet for her office: P.T. Pettibone & Co. – $3255; Spectra Associates Inc. – $3920; Ulrich Plan Filing – $4956 and Joe Hewgley – $1700.  She would need to find out if she could purchase envelopes for the cabinet that Joe Hewgley is selling and how much they would cost.  She will obtain additional information and bring it back to the board.

 

Lisa Burke presented the 2015 Economic Impact of Travel and Tourism report for Lincoln County.

Advance notice and the agenda for the January 30, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on January 27, 2017; and was also emailed to the media on January 27, 2017.

 

The agenda for the meetings to be held on Monday, February 6, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
