Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 13, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports submitted by the County Sheriff and the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the right of way application submitted by McCook Public Power District. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve the special designated liquor permits submitted by Sculley LLC for receptions at Harbor Lights to be held on April 7, June 3 and July 8, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 13, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Deterding, seconded by Hewgley to approve the special designated liquor permit submitted by the Buffalo Bill Kiwanis Club of North Platte for an event to be held on March 4, 2017 at Buffalo Bill Ranch. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve giving Lincoln Deputy County
Attorney, Joe W. Wright, authority to enter a Satisfaction of Judgment on the Cody
Fletcher matter concerning Guardian Ad Litem fees owed to Lincoln County for the
purpose of resolving the case because of its several legal issues. Upon roll call vote
Deterding, Hewgley and Henry voted “aye”. Nays, none.
The following bids were received for roof replacement of the Lincoln County
Courthouse –Roof 1, 2, 3 & 4:
Weathercraft $50,267.00
EcoGuard – McCook $47,341.80
Bids will be reviewed and board will discuss and consider acceptance of a bid at the February 27, 2017 meeting of the Board of Commissioners.

Advance notice and the agenda for the February 21, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on February 17, 2017; and was also emailed to the media on February 17, 2017.
The agenda for the meetings to be held on Monday, February 27, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
