Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M. Commissioner Hewgley was absent.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 15, 2017. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way application submitted by Dawson Public Power District. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the special designated liquor license application submitted by Sculley LLC for a reception to be held at Harbor Lights on June 17, 2017. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the special designated liquor license application submitted by Sculley LLC for a reception to be held at Creekside Event Center on August 12, 2017. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the GIS annual subscription agreement for the Emergency Management tab. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 15, 2017. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the letter de-obligating funds in the amount of $19,327 for the 2015 VOCA (Victim/Witness) Grant. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Melissa Ireland, District 11 County Court Magistrate, reported they were replacing 5 desk units in the criminal/traffic division. She had solicited quotes from Eakes and Staples. Staples were unable to supply a quote. Eakes quoted an amount of $13,482.23. It was in the County Court budget to replace five desks this year.
Motion by Deterding, seconded by Henry to approve to accept the bid of Eakes in the amount of $13,842.23 for five desk units for District 11 County Court. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
The following companies bid to be an advertising agency for the North Platte/Lincoln County Visitor’s Bureau: Maly Marketing and Fire Spring. They both listed a proposed fee structure.
After review of the bids, the directors recommended to accept the bid of Maly Marketing.
Motion by Deterding, seconded by Henry to approve to accept the bid of Maly Marketing and the proposed fee structure subject to an agreement being signed by both parties. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Advance notice and the agenda for the May 22, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 19, 2017; and was also emailed to the media on May 19, 2017.
The agenda for the meetings to be held on Tuesday, May 30, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
