Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 14, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve setting August 30, 2017 at 1:00 P.M. for a special meeting of the Lincoln County Board of Commissioners. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the right of way permit submitted by PR Partnership. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 14, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Jim States, representing the Lake Maloney Property Owners Association, reported that the signs have been posted on the trail system stating there can be no motorized vehicles. He then went through the grant application details for Phase IV and a possible time line for construction.

 

Insurance coverage questions were verified with the county and property owner’s association carriers.

 

It was discussed and put in the agreement that the maintenance fund fees submitted by the property owner’s association will be half of the amount for Phase II.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign entering The county of Lincoln, in the State of Nebraska, into an Agreement, entitled Lake Maloney Trail Agreement, with the Lake Maloney Property Owners Association, a non-profit Association, regarding maintenance agreement of a proposed trail approximately .6 miles long, known as “Lake Maloney Hiking and Biking Trail, Phase IV.”  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Discussed a Memorandum of Understanding between The county of Lincoln, in the State of Nebraska, and Nebraska Public Power District (NPPD), a public corporation and political subdivision of the State of Nebraska, concerning the County leasing land for a trail (approximately 0.6 miles long) from NPPD, which is in regards to the County applying for a federally funded grant through the Nebraska Game & Parks Commission “Recreational Trails Program” that would be used for the “Lake Maloney Hiking and Biking Trail, Phase IV,” so that such trail could take place.

 

The memorandum will be placed on the next board meeting agenda for consideration.

 

Motion by Hewgley, seconded by Deterding to approve the Labor Agreement between

The county of Lincoln, Nebraska, and Fraternal Order of Police, Lodge #26, Lincoln

County Sheriff’s Employees’ Association, Inc., from August 16, 2017 to August 15,

  1. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to

sign the special designated liquor permit submitted by            Lincoln Ag Society for a

fundraiser to be held on September 29, 2017 at the Lincoln County Fairgrounds Ag

Building. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Conducted a 2017/2018 Lincoln County Budget Work Session.

 

Approved the following claims as presented for payment:

Advance notice and the agenda for the August 22, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 18, 2017; and was also emailed to the media on August 18, 2017.

 

The agenda for the meetings to be held on Monday, August 28, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
