Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.
Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 30, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to receive and order filed the fee report submitted by the County Clerk. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign Form 35K the Nebraska County Lottery Annual Report. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption applications submitted by the Salvation Army and West Central District Health Department as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by Bethel Evangelical Free Church and First Church of the Nazarene as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:25 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Deterding to set November 27, 2017 at 10:00 A.M. to receive bids for the Wellfleet Lake Bridge Guard Rail Project. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Commissioner Hewgley was excused at 9:34 A.M.
The following informal bids were received on V-Plows for motor graders for the Lincoln County Department of Roads: Rylind – $16,910; Murphy Tractor – $19,100; and NMC – $19,300.
Motion by Deterding, seconded by Henry to accept he low bid of Rylind in the amount of $16,910. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry that the County Board has determined to
approve an emergency medical service for emergency medical care by out-of-hospital
emergency care providers in areas outside the limits of any incorporated city or village
in Lincoln County, Nebraska, i.e., and by determining the foregoing emergency medical
service is needed would allow the County to proceed with interlocal agreements with the
proper governmental entities (public agencies) for ambulance services. Upon roll call
vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to adopt Resolution No. 2017-34 allowing The County of Lincoln, Nebraska, to enter into interlocal ambulance agreement with City of North Platte for five years in the amount of $55,912.37. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to adopt Resolution No. 2017-35 allowing The County of Lincoln, Nebraska, to enter into interlocal ambulance agreement with Sutherland Rural Fire for five years in the amount of $11,521.82. Motion by Deterding, seconded by Henry to adopt Resolution No. 2017-36 allowing The County of Lincoln, Nebraska, to enter into interlocal ambulance agreement with Village of Sutherland for five years in the amount of $2,569.42. Discussion was held concerning establishing a Security Committee for the County.
Deputy County Attorney, Joe Wright asked for guidance concerning the number of board members, appointment of officers for the initial meeting, etc. for establishing the committee.
Chief Deputy, Roland Kramer, stated that for a long term committee he concurred that there should be more structure as indicated by Joe Wright.
A possible committee of ten was suggested for consideration by the County Board as follows: Sheriff’s Office – 2; I.T. Dept. – 1, Building and Grounds Dept. – 1; Elected Official – 1; County Employees – 2; County Commissioner – 1; Emergency Management – 1; and an At-Large Member – 1.
Motion by Deterding, seconded by Henry giving the Lincoln County Attorney’s Office permission to draft a Resolution establishing a Security Committee for the County. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 3, 2017; and was also emailed to the media on November 3, 2017.
The agenda for the meetings to be held on Monday, November 13, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
