Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 18, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the Special Designated Liquor Permit submitted by PALS Brewing Co. LLC for an event to be held on February 2, 2018 at Harbor Lights. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the Corrective Action Plan for the 2017 audit. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to place on file the fee reports submitted by the County Sheriff. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 18, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
The following ng informal bids were received for the courthouse sidewalk project: Jackson Concrete – $9150 & Alternate 1 – $9790; Steele’s Roofing & Construction – $8210 & Alternate 1 – $7400; Nebraskaland Builders – $18,900 & Alternate 1 – $17,877.
Motion by Hewgley, seconded by Deterding to accept the bid of Steele’s Roofing & Construction for Alternate 1 in the amount of $7400. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the agreement with Maximus for Lincoln County Indirect Cost Allocation Plan and indirect rate calculation for Fiscal Year 2017 through Fiscal Year 2019. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Employees presented a donation to Dean Kurth of Gift of Hope from personal funds. The donation was raised by the employees hosting a chili feed and selling cinnamon rolls and breakfast burritos.

Advance notice and the agenda for the December 26, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 22, 2017; and was also emailed to the media on December 22, 2017.
The agenda for the meetings to be held on Tuesday, January 2, 2018 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
