Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Deterding called the meeting to order at 9:03 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 30, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign the right of way application submitted by Hershey Cooperative Telephone Company. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the right of way application submitted by Dawson Public Power District. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the fee reports submitted by Clerk of District Court and Register of Deeds. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 30, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption applications submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by Bethel Evangelical Free Church and North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve notice of valuation change 2018-02 as submitted by the County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve notice of valuation change 2018-03 as submitted by the County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:24 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Henry, seconded by Hewgley to approve the Nebraska Department of Transportation Highway Safety Office mini-grant applications for the Lincoln County Sheriff’s Office for underage drinking enforcement and the National Click It or Ticket campaign. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The following bid was received for the South Buffalo Road Project: Western Engineering – $986,540.50.

 

Commissioner Henry asked the following questions and Highway Supt., Carla O’Dell or Brent from TC Engineering replied.

 

Q: Is the bid within the budgeted amount?  A:  Yes.

 

Q: What is the time line for completion?  A:  Hope to have it done in June depending on weather but the completion date in the bid is September, 2018.

 

Q: Will the road have to be closed down?  A:  Yes.  Local traffic will have to get through and the road will be opened from July 3 – 5 for campers over the holiday weekend.  The detour will be on Highway 83.

 

Q: What will be used to control slope/erosion and do we need mat?  A:  Cohesive soil and mat is in the bid specifications.

 

Q: Will there be any subcontractors?  A:  Yes but only for slope, seeding and centerline marking.

 

Motion by Hewgley, seconded by Henry to accept the bid of Western Engineering in the amount of $986,540.50 for the South Buffalo Road Project. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

Advance notice and the agenda for the May 7, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 4, 2018; and was also emailed to the media on May 4, 2018.

 

The agenda for the meetings to be held on Monday, May 14, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
