Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 22, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to accept the resignation of Jerry Hitchcock as Lincoln County Highway Superintendent effective September 18, 2015 as his retirement date. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve and authorize the chairman to sign the right of way permit submitted by CenturyLink. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and authorize the chairman to sign the Region II Human Services fiscal year 2015/2016 interlocal participation agreement. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and authorize the chairman to sign the Federal-Aid Urban Area Boundary update as presented. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve the special designated liquor permits submitted by Sculley’s LLC for the following receptions: July 11, 2015 at CB’s Hideaway, July 18, 2015 at CB’s Hideaway and July 25, 2015 at Harbor Lights. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve the addition of securities by NebraskaLand National Bank as pledged to the Lincoln County Clerk. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve the acceptance of the bid from Mid-Continental Restoration Co., Inc. for the Courthouse tuck pointing project in the amount of $62,764.00 subject to the contract being signed. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:21 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 22, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve the notice of valuation change numbered 2015-101 as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization recessed at 9:25 A.M. and the Lincoln County Board of Commissioners reconvened.
Seth Tausen, Wildlife Specialist with the USDA appeared to present the annual contract for animal damage control services. Seth gave a brief activity report and indicated that the new contract included a 2% increase.
Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the annual renewal contract with USDA Wildlife Services for animal damage control services with changes made to correct the ending date to be June 30, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Judy Clark, Lincoln County Planning Director, appeared to state planning staff had no objection to the approval of File No. SU15-003. The applicant and their legal counsel were present to answer any questions that the Commissioners might have for them.
Motion by Henry, seconded by Deterding to approve File No. SU15-003, an application by CTJ, LLC for Kumor’s Administrative Subdivision located along North Front Road and the Birdwood Viaduct crossing and is described as part of the SE ¼ of Section 29, Township 14 North, Range 31 West of the 6th P.M., Lincoln County, Nebraska. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Lisa Burke, Executive Director, was present to submit the appointment for Treg Vyzourek to the North Platte/Lincoln County Visitors Bureau Advisory Board. Jack Morris has termed out and cannot be reappointed so Treg would be filling his slot.
Motion by Henry, seconded by Deterding to approve the appointment of Treg Vyzourek to the North Platte/Lincoln County Visitor’s Bureau Board of Directors for a four year term to expire July, 2019. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Lincoln County Commissioners conducted a quarterly inspection of the Lincoln County Detention Center.
Approved the following claims presented for payment:
Recess as the Lincoln County Board of Commissioners at 11:45 A.M. and reconvene at 12:30 P.M.
Recess as the Lincoln County Board of Commissioners at 12:30 P.M. and reconvene as the Lincoln County Board of Equalization.
Discussed and consider Property Valuation Protests (Form 422).
Adjourn as the Lincoln County Board of Equalization at 3:00 P.M. and reconvene as the Lincoln County Board of Commissioners.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 26, 2015; and was also emailed to the media on June 26, 2015.
The agenda for the meetings to be held on July 6, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
