Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk Terry Heessel. Hewgley offered
prayer. Deterding called the meeting to order at 9:05 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners on May 29, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to receive and ordered filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve the Mental Health Awareness Training Grant application for Region 51 Emergency Management and authorize the Chairman to sign.
Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to receive and ordered filed the fee report submitted by the Lincoln County Clerk. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 and the Lincoln County Board of Equalization convened.

Julie Stenger, Lincoln County Assessor, was present.
Motion by Henry, seconded by Hewgley upon certificates of correction and refund as submitted by the County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Sue Fleck, Lincoln County Treasurer, was present.
Motion by Hewgley, seconded by Henry to approve motor vehicle exemptions submitted by Great Plains Health on 2005 Pontiac van and 2002 utility trailer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to approve motor vehicle exemption submitted by Bethel Free Evangelical Church on a 2016 Cargo Trailer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve motor vehicle exemption submitted by Peoples Family Health Services-WIC for a 2014 Toyota Sienna LXE. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to approve motor vehicle exemption submitted by First Baptist Church of Maxwell on a 2000 Ford Econoline Van. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve motor vehicle exemption submitted by Riverside Baptist Church on a 2002 Toyota Highlander. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The County Board of Equalization adjourned at 9:23 A.M. and the Lincoln County Board of Commissioners reconvened.
Judy Clark, Lincoln County Planning and Zoning was present.
Jeremy Dezort submitted an application to consolidate 2 lots into 1 lot on property located on Fairway Drive south of Lake Maloney. This is in an R-2 Urban Density Residential District. The property is described as Lots 16 & 17, Campbell Estates Second Subdivision SE ¼ 7-12-30.
Mr. Dezort was not present to answer questions. Judy Clark, stated that she thought this was for a storage building at the home. She had not seen a building permit request, but will be sure to check that it is for residential use, not commercial.
Motion by Hewgley, seconded by Henry to approve File No. SU18-007 the application by Jeremy Dezort for Dezort Administrative Subdivision which consolidates 2 lots into 1 lot. Located SE ¼ of 7-12-30. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Luke Peebles, USDA Specialist was present to discuss the renewal of the contract with Lincoln County for wildlife services. This last year he stated there was 800 hours put in for the management of damage or damage threats caused by wild and feral mammals to Lincoln County.
Motion by Hewgley, seconded by Henry to approve the renewal of the USDA wildlife services contract. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Mr. Peebles discussed a possible service of an Arial Hunting Program for Lincoln County. His proposal is for the County to pay for half and the rancher/farmer to pay for half of the service.
The County Commissioners requested for the Deputy County Attorney, Joe Wright to look over the contract. This item could possibly be added to the agenda at a later date.
No action was taken on setting a date for consideration of the Pleasant Valley Cemetery for preservation and maintenance.
Motion by Henry, seconded by Hewgley to authorize chairman to sign Web GIS subscription renewal for Emergency Management and GIS Technical Support agreement for County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Lonnie Folchert, Chief Probation Officer, gave an update about office space at the Evans Building for the Probation Office. Mr. Folchert stated he had been budgeting for more office space which is needed. There is a possibility of more office space being available, and that he would like to take advance of procuring the space for his offices, as he has been budgeting for the possibility.
Approved the following claims presented for payment.

Advance notice and the agenda for the June 4, 2018 board meetings were sent to members of the county board, county attorney and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County Website on June 1, 2018; and was also emailed to the media on June 1, 2018.
The agenda for the meetings to be held on Monday, June 11, 2018 will be continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
