Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Henry offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 8, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Woodruff to receive and order filed the fee reports submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Bruns to authorize the Chairman to sign the right of way permit submitted by Century Link. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Bruns, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 8, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Woodruff to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Henry, seconded by Hewgley to set April 5, 2021 at 10:00 A.M. to receive bids for Lincoln County Department of Roads 2021 asphalt projects. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The following bids were received for a tractor for Lincoln County Department of Roads:
AKRS Equipment – John Deere 5115M – $69,230; John Deere 6120M – $81,380; and a John Deere 6135E – $68,500. Miller Repair – PX1053 Kioti – $61,105. North Platte Kubota – M6-11- $65.900; M6-141DTC-F – $92,210.74. Titan Machinery – Case IH Puma 210C – $59,900. The bid from Miller Repair was received by mail in the County Clerk’s Office at 9:35 A.M.
The County Highway Supt. and Road Committee will review bids and make a recommendation to the County Board.
The following bids were received for a single flex-wing mower for Lincoln County Department of Roads: North Platte Kubota – Land Pride RCM 5014 – $19,667.44; Land Pride RCM 3614 – $15,759.50; Miller Repair – Bush Hog 2814 – $19,800; Titan Machinery – Rhino 6140 – $19,690; AKRS Equipment – Rhino 6140 – $19, 200.
The Lincoln County Highway Supt and Road Committee will review bids and make a recommendation to the County Board.
Carla O’Dell, Lincoln County Highway Supt., informed the County Board that irrigation companies have inquired about purchasing used culverts that are not usable by the road department. The county would make more revenue selling the used culverts this way than selling them as scrap iron. It was suggested to sell the used culverts at 1/3 the price of a new culvert. County Board directed her to work with the County Attorney’s office to draft a resolution for consideration on this matter.
Motion by Henry, seconded by Woodruff to sell used culverts at 1/3 of the price of a new culvert. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
No bids were received for the Lincoln County Courthouse 2nd & 3rd Floor Restroom remodel project.
Architect for the project, Lee Davies, informed the board that several contractors had informed him that they were not going to bid as they could not work it into their schedule with the June, 2021 deadline. They indicated they would be interested if the project could be completed next winter.
County Clerk, Rebecca Rossell, will check on a budget question concerning this project and if possible the County Board will consider setting a new date for bids with construction during the 2021-2022 fiscal year.
County Board held discussion concerning the proposed federal ’30 X 30’ plan. This is part of the executive order signed by President Biden on January 27, 2021. The executive action will direct the Interior Department to outline steps to achieve the President’s commitment to conserve at least 30% each of our lands and waters by the year 2030. Discussion included the basic right to own land and that everyone is a stakeholder in this, not just the people that own land, as it will affect the entire tax base. Board members discussed a possible public hearing and adoption of a resolution in the future.

The agenda for the meetings to be held on Monday, March 22, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.
