Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Henry offered prayer. Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 22, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Weems to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Weems to receive and order filed the Condition of the Treasury from January 1, 2019 to June 30, 2019 as submitted by the County Treasurer. Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Weems to receive and order filed fee reports submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Weems to approve and adopt Resolution 2019-15 authorizing the Chairman to sign the agreement with State of Nebraska for 2019 Fracture Critical Bridge Inspections. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Henry to approve and adopt Resolution 2019-16 for addition of securities as pledged to the Lincoln County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Henry to approve and authorize the Chairman to sign the annual certification form from 7-1-2018 to 6-30-2019 for Federal Buyback Funds. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to approve and authorize the Chairman to sign the right-of-way permit submitted by Great Plains Communications. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:20 A.M. and the Lincoln County Board of Equalization convened.

No certificates of correction or refund submitted by the County Assessor.
Motion by Weems, seconded by Johnson to approve the late filing of a homestead exemption application by Bonnie Auboshon. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:25 A.M. and the Lincoln County Board of Commissioners reconvened.
Quarterly report by Brandon Myers, Region 51 Emergency Management for quarter ending June 30, 2019.
Motion by Weems, seconded by Henry to approve and adopt Resolution 2019-17 to approve and accept the 2019 Local Emergency Operation Plan. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
County Assessor, Julie Stenger, presented the Three Year Plan of Assessment Update for Lincoln County 2019.
Lonnie Folchert, of District 11 Probation appeared to present two informal quotes for a copy machine for the McCook Office. The following informal quotes were received: Eakes – $6255 and Capital Business Systems – $6645.
Motion by Johnson, seconded by Woodruff to accept the bid of Capital Business Systems in the amount of $6645 for a copy machine. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to approve and authorize the Chairman to sign the special designated liquor permit submitted by Switchyard Grill and Pub Inc. for a reception to be held at Harbor Lights on September 21, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Susie Wiezorek of the Photostat department appeared to present two informal quotes for a copy machine. The following informal quotes were received: Eakes – $8385 and Capital Business Systems – $5113.
Motion by Weems, seconded by Johnson to accept the bid of Capital Business Systems in the amount of $5113 for a copy machine. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Henry to approve and adopt Resolution No. 2019-18 for the purpose of The county of Lincoln, in the State of Nebraska, applying for a federal grant under the Nebraska Game and Parks Commission Recreational Trails Program, Project Title of the County’s project being West State Farm Connection Trail. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 26, 2019; and was also emailed to the media on July 26, 2019.
The agenda for the meetings to be held on Monday, August 5, 2019 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
