Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Commissioner Weems was absent. Henry offered prayer. Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Johnson, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 26, 2019. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

Motion by Woodruff, seconded by Henry to approve the report from the County Treasurer on property taxes which are uncollectible and need to be stricken per Nebraska State Statute 77-1738. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

Motion by Henry, seconded by Woodruff to approve and authorize the Chairman to sign the Annual Peopleware Agreement as of October 1, 2019 for the Register of Deeds Office. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

Motion by Henry, seconded by Johnson to adopt Resolution No. 2019-23 authorizing the Chairman to sign an Interlocal Agreement for road maintenance/snow removal for the Village of Wellfleet from October 1, 2019 to September 30, 2022. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

Motion by Henry, seconded by Woodruff to approve and authorize the Chairman to sign maintenance and support services agreements with gWorks for a one year period for the Lincoln County Dept. of Roads. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

The Lincoln County Board of Commissioners recessed at 9:25 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Shelli Franzen.

 

Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 26, 2019. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Henry, seconded by Johnson to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools and recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

Motion by Johnson, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Great Plains Health and recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

Motion by Woodruff, seconded by Johnson to approve the motor vehicle tax exemption application submitted by Community Action Partnership of Mid Nebraska and recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

Motion by Woodruff, seconded by Johnson to approve the notice of valuation change numbered 2019-36 as submitted by the County Assessor. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

The Lincoln County Board of Equalization adjourned at 9:30 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Johnson, seconded by Henry to approve the special designated liquor permit submitted by Golden Spike Tower & Visitor Center for Chamber After Hours at the Golden Spike on September 20, 2019. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

Conducted a telephone conference with Dan Rowe of Treanor Architects concerning the possible Lincoln County Detention Center expansion project. Dan explained that the current detention center was designed originally to add another pod to the facility. The Construction Cost is estimated at 4 million dollars which would be for addition of a pod and some small remodeling projects within the current facility. The estimated Project Cost which would include soft costs and contingency would be estimated at 5 million.

A possible time line is: Design Development by October, 2019; Construction Documents available in Spring, 2020; Completion Date in Late Winter/Early Spring, 2021. Discussion was held concerning local labor costs and use of the pre-fabricated cells. Dan also explained that the way the current detention center was designed for this addition that there would be little to no effect on the operations of the detention center.

 

Motion by Woodruff, seconded by Johnson to go into closed session at 10:12 A.M. concerning strategy session regarding pending litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none. Weems absent.

 

Chairman Hewgley restated the motion for closed session.

 

Motion by Henry, seconded by Woodruff to go into open session at 10:40 A.M. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Advance notice and the agenda for the September 3, 2019 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 30, 2019; and was also emailed to the media on August 30, 2019.

 

The agenda for the meetings to be held on Monday, September 9, 2019 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
