North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White.  Roethemeyer offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 9, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports submitted by the County Treasurer, Register of Deeds and County Sheriff.   Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Lonnie Folchert of District 11 Probation presented two informal quotes on a copier for the Lexington office.  He was unable to offer a third bid.  The money for the copier is in this year’s fiscal budget.

 

The following quotes were received:  Eakes Office Plus – $10,276.00 and B & D Office City – $8,388.00.

 

Motion by Hewgley, seconded by Deterding to approve the purchase of a copier for the District 11 Probation Office from B & D Office City in the amount of $8,388.00.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, and office appraisers Angie Bargmann and Henry Vogt appeared.

 

 

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 9, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

No certificates of correction or refund were presented by the County Assessor

 

Motion by Hewgley, seconded by Deterding to approve the waiver for Pawnee Assisted Living to allow the County Assessor to make a recommendation on the Form 451 tax exemption application.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Mike Humphrey appeared to represent Double Dog Ranch LLC on special valuation protests that had been filed.

 

Humphrey told board members that he has a plan for the property which is agricultural and not recreational.  He has cleared trees out, planted oats, established new pasture grasses and plans to bring in cows this year.  He just bought the adjoining property.

 

Commissioner Hewgley asked where his residence was located.

 

He replied that he currently lives in Wyoming but plans to move here when he retires.

 

Commissioner Roethemeyer explained that in Nebraska sales are also figured into the valuation not just the use of the land.

 

Humphrey asked about the difference between ag land value and recreation value.

 

Stenger responded that the value is different but they are both taxed.

 

Commissioner Hewgley commented that the County tries to stay consistent with this type of land across the county. At the time of valuation it was not strictly ag but down the road it could qualify.

 

County Assessor Stenger reported that the pieces that were connected to ag land are valued at the agricultural price not recreational.

 

Motion by Hewgley, seconded by Deterding on special valuation property protest # SVP-12-1 to make no change as per the Assessor’s recommendation and deny the application based on the facts heard today.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding on special valuation protest #SVP-12-2 to increase the valuation from $189,970 to $258,710 as per the Assessors recommendation.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “nay”.  Motion denied.

 

Humphrey stated that he bought the property in 2012 and should have no change.

 

Stenger replied that they had corrected a clerical error that was found when looking at the deed for this property.

 

Commissioner Hewgley stated that he did not want to make the change this way and that is why the motion was voted down.  The normal practice is to do a county board change.

 

Motion by Hewgley, seconded by Deterding on special valuation protest #SVP-12-2 to make no change and keep the value at $189,970 which is what it was at on January 1, 2012 and to deny the special valuation protest.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none,

 

Motion by Hewgley, seconded by Deterding on special valuation protest #SVP-12-3 to make no change as per the County Assessor’s recommendation and to deny the application based on the facts heard today.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding on special valuation protest #SVP-12-4 to make no change as per the County Assessor’s recommendation and to deny the application based on the facts heard today.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 10:00 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Lee Ann Nielsen, Executive Director for the Bridge of Hope Child Advocacy Center, Lynn Williams of the Nebraska State Patrol and County Attorney, Rebecca Harling appeared to request $10,000 in funding from the county in the 2012-2013 fiscal year budget.  The medical service provided thru the center is a big cost savings to law enforcement and with the economy they are in search of additional funding.

 

County Board asked for a written request to be submitted for consideration at budget time.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the Nebraska Office Highway Safety Mini-Grant (Click It or Ticket) in the amount of 13,500 for the Lincoln County Sheriff’s Office.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Received the following bid for asphalt overlay for the Lincoln County Dept. of Roads:  Western Engineering – $453,060.02.

 

Motion by Hewgley, seconded by Deterding to reject the bid presented by Western Engineering.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.

Nays, none.

 

Received the following bid for armor coating for the Lincoln County Dept. of Roads:  Figgins Construction – $225,433.24.

 

Motion by Hewgley, seconded by Deterding to accept the bid of Figgins Construction in the amount of $225,433.24 for armor coating.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Cindy Korf, recently hired Victims Witness Director, introduced herself and presented the 2012 Victim Witness Grant Application for the board’s approval.  She reported that Lincoln County has been receiving this grant since 1984 thru the Nebraska Crime Commission.  It is an 80/20 match but most of the county’s is in kind services.

 

Motion by Hewgley, seconded by Deterding to authorize the chairman to sign the 2012 Victim Witness Grant application as presented.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Advance notice and the agenda for the April 16, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, April 23, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
