Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Board Assistant, Tammy White and Deputy County Attorney, Joe Wright. Hewgley offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 18, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the substitution of securities by NebraskaLand National Bank as pledged to the County Treasurer. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the right of way permit submitted by Consolidated Telephone. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Treasurer, Sue Fleck and County Assessor, Julie Stenger were both present.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization minutes held on April 18, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the certificates of correction and refund as submitted by the County Assessor. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption applications submitted by Great Plains Regional Medical Center and North Platte Catholic Schools as recommended by the County Treasurer. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by First Evangelical Lutheran Church as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:24 A.M. and the Lincoln County Board of Commissioners reconvened.
A public hearing was opened at 9:30 A.M. on the 2011 applications for the Nebraska Affordable Housing Program on owner occupied rehab and new construction.
Nancy Striebel and Jennifer Smith from the Lincoln County Community Development Corporation appeared to briefly explain the applications and answer questions.
No comments were received.
The public hearing was closed at 9:40 A.M.
Nancy Striebel related that she may be back at a later date to ask the county to act as a pass thru agency.
No action was required of the County Board.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the 2011/2012 VOCA (Victim Witness Unit) grant application. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Chief Deputy, Dean Sparks told Commissioners that with the new facility Lincoln County would have the opportunity to host some national/international training here instead of sending out people there. Three trainings have already been scheduled. His question was does the county board want the new facility to be just a hosting site and require the vendor to handle all the money or be a hosting site and also handle the money for some possible additional revenue.
Commissioner Hewgley voiced there is a downside to handling the money if you don’t get enough participants.
Sparks suggested a pre-registration date be set for each event and if we don’t meet the minimum participants required the class would be cancelled or set at a higher rate. It might be more economically feasible to pay a little more than to send our team somewhere else.
County Board rendered that the county would just be a hosting agency for now and require the vendor to handle all the money.
Motion by Hewgley, seconded by Roethemeyer to approve and enter The county of Lincoln, Nebraska, “County”, into an agreement with The Central Nebraska Power and Irrigation District, “District”, concerning construction of a District bridge located at the East line of Section 28, Township 13 North, Range 29 West, of the 6th P.M., Lincoln County, Nebraska, Structure No. C005636715, whereby the County agrees to apply for federal funds to assist the District in construction of the bridge and the District agrees to reimburse The county of Lincoln, Nebraska, for all costs of construction relating to the bridge which are billed to The county of Lincoln, Nebraska, by the State of Nebraska. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to authorize the Chairman to sign a contract with Western Engineering Company, Inc., for asphalt concrete paving as per the Lincoln County Department of Roads 2011 One Year Plan, Project No. LCDOR-2011-2. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Karl Elmshauser of West Central Nebraska Development District and Dan Mauk of the Chamber/DEVCO appeared to discuss the process involved in moving forward with a particular project for CDBG funding known as the Greenbriar Rail Expansion Project. A local public agency needs to apply for the funding. If approved, funds would come to the county and there would need to be a contract and a memorandum of understanding.
Motion by Hewgley, seconded by Roethemeyer to adopt Resolution No. 2011-17 and authorize the chairman to sign requesting West Central Nebraska Development District to pursue Community Development Block Grant Economic Development funding for the project known as Greenbrier Rail Expansion Project. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Veteran Service Officer, Paul Cooper, gave his quarterly report from January 1, 2011 to March 31, 2011.
Kirk Nichols gave a construction update on the Lincoln County Sheriff’s Office and Detention Center.
Commissioner Hewgley was excused at 11:15 A.M.

Advance notice and the agenda for the April 25, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, May 2, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners’ Room at 9:15 A.M.
