Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 19, 2021 with the correction that Chairman Weems called the meeting to order, not Commissioner Henry. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
A motion was made by Bruns, seconded by Henry to receive and order filed the Condition of the Treasury of Lincoln County, Nebraska from July 1, 2020 to December 31, 2020. Commissioner Bruns raised a question concerning the balance sheet document. Roll call was not taken and Commissioner Bruns rescinded his motion.
Motion by Henry, seconded by Bruns to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
No action was taken on authorizing the Chairman to sign a contract with Weathercraft for the Lincoln County Courthouse roofing project. The county had not yet received the
required performance bond.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

Motion by Woodruff, seconded by Bruns to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Paul Greiger, of D.A. Davidson, appeared by phone to discuss the possible refinancing of the 2016 Jail Bonds. He reported that the bonds are callable this summer. The county might be able to lock in a new interest rate in the 1% range. The county is currently paying a little over 2%. It could save the county approximately $150,000 – $160,000 in interest costs. He then told them the process that would be needed for this to occur. The soonest they would be selling bonds would be mid-March.
Commissioner Woodruff asked about cost to the county.
Greiger replied that there would be legal fees, underwriting fees and possibly bond rating fees, but the savings quoted earlier would be the “net” amount saved by the county.
Commissioner Henry questioned why he thought this would be a good time for the county to refinance the bonds.
Greiger responded that there is not financial obligation to the county if the timing does not work for selling new bonds.
Commissioner Hewgley commented that if the county can save the taxpayers some dollars he thinks it would in the county’s best interest to proceed. If the timing is not right, the county has not lost anything.
Greiger then told board members that the bond payment schedule would remain the same length of time.
The following companies submitted requests for proposals for food service for the Lincoln County Detention Center: Consolidated Correctional Food Service and Summit Food Service LLC. The rate per meal stated in both proposals depended on the inmate population.
Sheriff Kramer reported that at the current inmate population, the county is serving 120,000 meals per year.
The County Board requested that the Sheriff and Chief Deputy review the RFP’S.
Commissioner Hewgley was excused at 9:57 A.M.
Brandon Myers, Region 51 Emergency Management Director, gave his quarterly update for the period ending December 31, 2020.
Commissioner Hewgley returned at 10:02 A.M.
Commissioner Henry was excused at 10:05 A.M.
Sheriff Kramer and Chief Deputy Kramer returned to the County Board meeting with a recommendation. After reviewing the proposals, they recommended that the County Board not accept either proposal. The current contract with Summit Food Services LLC will automatically roll over with a cost of living increase which would be more cost effective for the county.
No action was taken by the County Board on the request for proposals for food service for the Lincoln County Detention Center.
Motion by Bruns, seconded by Woodruff to receive and order filed the Condition of the Treasury of Lincoln County, Nebraska from July 1, 2020 to December 31, 2020 as amended. Upon roll call vote Hewgley, Weems, Bruns and Woodruff voted “aye”. Nays, none. Henry absent.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on January 22, 2021; and was also emailed to the media on January 22, 2021.
The agenda for the meetings to be held on Monday, February 1, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
