Meeting of the Lincoln County Board of Commissioners. Present were Commissioners
Joe Hewgley, Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White,
Deputy County Attorney, Joe Wright and County Clerk, Rebecca Rossell. Roethemeyer
offered prayer. Chairman Hewgley called the meeting to order at 9:04 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for
public review and the County Board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the
Lincoln County Board of Commissioners meeting held on March 29, 2010. Upon roll
call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the
treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted
“aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to authorize the chairman to sign the
right of way permits submitted by David Steffes and Consolidated Telecom Inc. Upon
roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to adopt Resolution No. 2010-08
establishing the 3 counties of McPherson, Logan and Lincoln as the West Central
District Health Department effective July 1, 2010. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to receive and order filed the fee report
submitted by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and
Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the substitution of
securities by NebraskaLand Bank as pledged to the Lincoln County Treasurer. Upon
roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln
County Board of Equalization convened.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for

County Assessor, Mary Ann Long, was present.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the
Lincoln County Board of Equalization meeting held on March 29, 2010. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to authorize the chairman to sign the
certificates of correction and refund as submitted to the County Assessor. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln
County Board of Commissioners reconvened.
Motion by Roethemeyer, seconded by Deterding to approve the overtime enforcement
grant application to be submitted to the Nebraska Office of Highway Safety by the
Lincoln County Sheriff’s Office. Upon roll call vote Deterding, Roethemeyer and
Hewgley voted “aye”. Nays, none.
Larry Linstrom, Master of the Masonic Lodge in North Platte and Glenn Mulholland,
recorder for the lodge, appeared to discuss the placement of a cornerstone at the new
Lincoln County Sheriff’s Office and Detention Center when it is complete. The size is 16
x 16 x 2. The contents of the container would be the county’s choice except for the
roster of the Grand Lodge Officers which would be part of the contents. The only cost to
the county would be for the architect to design a receptacle for the stone installation and
any refreshments that the county might serve at the dedication. If the County Board
decides to proceed they will need to send a letter requesting the stone be made for the
dedication of the building to the Grand Lodge of Nebraska.
County Board will discuss the placement of the cornerstone and let the lodge know the
decision.
Claudine Thorne, Deputy County Attorney – Child Support Division, reported that
computers will not be provided by the State of Nebraska effective July 1, 2010. The
office receives funding two ways: 1) reimbursement for 66% of allowable costs and 2)
lump sum incentive payments using performance measures. The incentive money is in
a separate fund and can only be used by the child support unit. Therefore, they would
like to use the incentive money that has already been received, to pay for 7 computers,
2 printers and 1 scanner. If we ask for reimbursement, the state will have some
ownership and makes it much more difficult concerning repairs and other issues.
Motion by Deterding, seconded by Roethemeyer to authorize the Lincoln County
Attorney’s Office – Child Support Division to work with the Information Technology
Department for purchase of computers and other hardware. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Kirk Nichols (Construction Project Inspector/Owners Representative) and Carol Rouw of
Treanor Architects (appearing by phone) gave the county board a construction update
on the Lincoln County Jail Project.

The meeting was adjourned at 10:58 A.M.
Advance notice and the agenda for the April 5, 2010 board meetings were sent to
members of the County Board, County Attorney and all others requesting the same.
Notice was posted at the Lincoln County Courthouse, City Hall and on the county
website.
The agenda for the meetings to be held on Monday, April 12, 2010 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk.
The regular meeting of the Lincoln County Board of Commissioners will be held at the
Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M. The regular
meeting of the Lincoln County Board of Equalization will be held at the Lincoln County
Courthouse in the Commissioners Room at 9:15 A.M.
