North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Deputy County Attorney, Joe Wright and Board Assistant, Tammy White.  Deterding offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting on February 13, 2012.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman and county clerk to sign a written agreement with Twin Valley Communications, Inc. and Lake Maloney Property Owners Association whereby The county of Lincoln, Nebraska, is contracting Twin Valley Communications, Inc., to supply and install sirens in the Lake Maloney area for $63,274.80 which was approved through a grant application with the Federal Emergency Management Agency.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting on February 13, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to approve CDBG-ED-003, Greenbrier Rail Project, Draw #1 in the amount of $250,000 for project costs and approval of Draw #2 in the amount of $2,500 for general administration costs and authorize the board chairman and county clerk to sign the same.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Judy Clark, Lincoln County Planning Administrator, read the summary of the application and stated that administration had no objections.

 

Loren Johnson also appeared to represent the applicant if necessary.

 

Motion by Deterding, seconded by Hewgley to approve the application by Bruce and Barbara Johnson for approval of Johnson Administrative Subdivision which will split the dwelling site consisting of 1.49 acres from 56.11 acres of ground in and A-2 Agricultural District located at 2952 North Game Trail Road.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

A public hearing was opened at 10:00 A.M. to receive comments on the One & Six Year Road Plan of Lincoln County, Nebraska.

 

Jerry Hitchcock, Lincoln County Highway Supt., presented the summaries of the Six Year Plan and the One Year Plan.

 

Frank Fleecs asked about the absence of the North River Bridge at Sutherland on the plan.

 

Hitchcock replied that it got taken off due to federal buy back funds.  The bigger projects will be ranked by the State of Nebraska for future funding.

 

Don Haws questioned if the county could place policies in the new comprehensive zoning plan to place feedlots where the road network would accommodate them.

 

Hitchcock commented that it is not in the current preliminary plan but some controls could possibly be put in for the planning commission.

 

Eric Seacrest congratulated them for the many improvements on the roads and for getting the Birdwood project to bid letting this year.  He was glad to hear about the stabilization plan for South River Road but encouraged them to plan a paving project in the near future in conjunction with the City of North Platte.

 

Lisa Burke also stated that she was glad to hear that we are looking at South River Road but also encouraged the county to look at paving it in the future as it used by the tourists.

 

Bob Peterson asked what the total budget was for the One Year Plan.

 

Hitchcock responded the total would be $9,509,750.

 

The public hearing was closed at 10:56 A.M.

 

Commissioners congratulated Hitchcock on his work and getting the projects into a realistic program.

 

Motion by Hewgley, seconded by Deterding to adopt the One & Six Year Road Plan as presented.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Advance notice and the agenda for the February 21, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, February 27, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
