Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 21, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the reappointment of Dan Huebner to the Lincoln County Extension Board of Directors for a three year term to end December 2016. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the addition of securities by First National Bank as pledged to the Lincoln County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 21, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization recessed at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Roethemeyer, seconded by Hewgley to set February 24, 2014 at 10:00 A.M. as a time to receive comments on the One & Six Year Road Plan. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Board did not set a date for accepting bids on blinds for the Lincoln County Courthouse. They asked the committee to visit locations that use these types of blinds and to verify the funding is available in the building fund.
Judy Clark, Lincoln County Planning Administrator, appeared to discuss a recommendation from the Lincoln County Planning Commission concerning the feasibility of county wide building inspections. This was one of the goals of the Comprehensive Plan. She commented that the purpose of the proposal was not to hinder development or construction to provide safe building for people. She also stated there would need to be considerable research done before any form of action should be taken.
Commissioner Hewgley asked how they would develop a recommended code for building inspections.
Clark replied a committee of various participants knowledgeable and interested in the topic. A cost or fee structure would also have to be addressed.
Rod Christmann, Chairman of the Planning Commission, commented that they had used a process similar to this when doing the wind energy regulations and he feels the planning commission is capable of working with a committee and coming up with a program.
Commissioner Roethemeyer it could be beneficial if they looked at enforcement as a resource.
Zak Eickhoff, who has 11 years in construction, stated that most contractor want to make sure things are done properly and for safety and that an inspector could be a good information source.
Dan Manookin, who has 18 years in construction in various states, commented that he has found quality is far better in places where there is inspection as it produces a better and safer final product.
Eric Seacrest, reported that he feels that it is significant that this idea came from the North Platte Home Builders Association and he urged the board to move forward on this recommendation.
Willis Jepsen asked about grandfathering old buildings in and what the cost would be to the taxpayers.
It was suggested that it would be a good idea for the citizens of Lincoln County to put together a volunteer committee to look at this issue.

Advance notice and the agenda for the January 27, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, February 3, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
