NOTICE OF HEARING AND AGENDA

 

Meeting of the Lincoln County Board of Commissioners to be held on December 22, 2014 at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.

 

Meeting of the Lincoln County Board of Equalization to be held on December 22, 2014 at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.

 

1.       Open with prayer

 

2.       Approve minutes regarding the Lincoln County Board of Commissioners meeting

held December 15, 2014

 

3.       Consider the following:

  • Claims & Treasurer’s Receipt
  • Increasing the mileage rate to 57.5 cents per mile effective January 1, 2015
  • Right of Way applications submitted by Consolidated Companies Inc. and McCook Public Power District
  • Adoption of a resolution authorizing the Lincoln County Attorney to foreclose “A” tax sale certificate(s) issued by the Lincoln County Treasurer
  • Special Designated Liquor License submitted by Sculley LLC for an event on January 24, 2015 at the Lincoln County Fairgrounds

Recess as the Lincoln County Board of Commissioners and convene as the Lincoln County Board of Equalization.

 

4.       9:15 A.M.      Discuss and consider the following:

  • Approve minutes regarding the Lincoln County Board of Equalization meeting

held on December 15, 2014

  • Certificates of correction and refund as submitted by the County Assessor

 

Recess or adjourn to time certain as the Lincoln County Board of Equalization and reconvene as the Lincoln County Board of Commissioners.

 

5.       9:30 A.M.      Discuss and consider two grant applications submitted by Community   Connections: 2015 Community-Based Juvenile Services Aid Grant and 2015   Community-Based Juvenile Services Aid Enhancement Grant and authorize the Lincoln    County Board Chairman to sign.

 

6.       9:45 A.M.      Discuss and consider approving the purchase of materials and/or services

          from the following for the remodel of the new location of the North Platte/Lincoln County Visitors Bureau:

                                        Condon Signs

 

7.       10:00 A.M.    Discuss and consider declaring office chairs, as described below, located at the Lincoln County’s Storage unit to be surplus personal property and which is  obsolete or not useable by the county, to wit:

                    a)       9 modern manager chairs, brown leather;

b)       21 antique arm chairs, black leather and oak; and

c)       15 antique manager chairs, black leather and oak.

 

Discuss and consider what value to place on the personal property (office chairs)          determined to be surplus property and which is obsolete or not useable by Lincoln   County.

 

          Discuss and authorize the county official or employee to sell the office chairs declared  to be surplus personal property and which is obsolete or not useable by the county, subject to conditions and/or restrictions given by the county board.

 

8.       10:15 A.M.    1.  Receive comments from the Lincoln County Planning Commission, by and through a letter from Judy Clark (Lincoln County Planning Administrator), regarding the conformity of the proposed acquisition to comprehensive planning for the area submitted by The Nebraska Land Trust Incorporated that is acquiring a    conservation easement on real property owned by Todd McWha and Laura McWha, husband and wife, located in the South 500 feet of the West 750 feet of Section 7 and the West Half of the North Half of the North Half (W ½ N ½ N ½) of Section 18, all in  Township 16 North, Range 33 West of the 6th P.M., Lincoln County, Nebraska, and all of Section 12, Township 16 North, Range 34 West of the 6th P.M., Lincoln County, Nebraska.  A copy of said conservation easement is available at the Lincoln County Clerk’s Office. 

 

                        Discuss and consider approving the proposed acquisition submitted by The Nebraska Land Trust Incorporated that is acquiring a conservation easement on real property owned by Todd McWha and Laura McWha, husband and wife, located in the South 500 feet of the West 750 feet of Section 7 and the West Half of the North Half of the North Half (W ½ N ½ N ½) of Section 18, all in Township 16 North, Range 33 West of the 6th P.M., Lincoln County, Nebraska, and all of Section 12, Township 16 North, Range 34 West of the 6th P.M., Lincoln County, Nebraska.

                    Discuss and consider approving the proposed acquisition submitted by The Nebraska Land Trust Incorporated that is acquiring a conservation easement on real property owned by Terrance O. Waite and Karen Waite, husband and wife, located in all of Section 7, except the South 500 feet of the West 750 feet of Section 7, and the East Half of the North Half of the North Half (E ½ N ½ N ½) of Section 18, all in Township 16 North, Range 33 West of the 6th P.M., Lincoln County, Nebraska.

 

9.       10:30 A.M.    Discuss and consider resolution relating to the relocation of the United States Post Office from 300 E 3rd in North Platte, Nebraska to the facility located at 1302 Industrial Avenue in North Platte, Nebraska.

 

10.     10:40 A.M.    Closed session regarding a strategy session concerning collective bargaining and imminent litigation, and to protect attorney client privilege, which is clearly necessary to protect the public interest.
