Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 1, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve and adopt Resolution No. 2014-32 authorizing the purchase of road equipment in the amount of $633,737.00 from the Inheritance Tax Fund with the intent to pay back the purchase price from the County Road Fund before June 30, 2019. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign the annual Peopleware services agreement with Computer Information Concepts, Inc. used in the Register of Deeds office. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve authorizing the chairman to sign a Letter of Engagement & Representation Letter with McChesney, Martin, Sagehorn P.C. for financial statement evaluation for fiscal year ending June 30, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to place on file the fee reports submitted by the Register of Deeds, County Clerk, Clerk of District Court and County Court. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the right of way permit submitted by Dawson Public Power District. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Roethemeyer, second by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Roethemeyer to approve the purchase of materials and/or services from the following for the remodel of the new location of the North Platte/Lincoln County Visitors Bureau in the amount of $46,694.58 and to strike Tri City Sign Company from the list :

Planning Administrator, Judy Clark, reported that the application to be considered is to consolidate two lots into one lot and there is no objections to the application.
Motion by Hewgley, seconded by Roethemeyer to approve File No. SU14-007 an application by Andrew Dillenburg for Dillenburg Administrative Subdivision located at 115 Hillcrest Drive and is described as Lots 29 & 30, Hill Crest Estates Addition of Section 8, Township 10 North, Range 30 West of the 6th P.M., Lincoln County, Nebraska. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve to accept the bid of Nebraska Truck Center for two 2016 Western Star day cab semi-tractors in the amount of $80,600 each or a total of $161,200 as recommended by Lincoln County Road Department committee. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve to accept the bid of RDO Service of Lexington, NE for three 2016 Mac ten yard end dump trucks in the amount of $101,879 each or a total of $305,637 as recommended by the Lincoln County Road Department committee. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the purchase of a used pickup truck (1997 GMC extended cab) from Midtown Motors in the amount of $4,999.00 for the Lincoln County Building & Grounds Department. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Approve the following claims for payment. Motion carried.
The meeting was adjourned at 10:35 A.M.
Advance notice and the agenda for the December 8, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, December 15, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
