Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, and County Clerk, Rebecca Rossell. Commissioner Roethemeyer was absent. Hewgley offered prayer. Vice Chairman Hewgley called the meeting to order at 9:00 A.M.
Vice Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 26, 2012. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Deterding, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the right of way application was submitted by Northwestern Corp. dba Northwestern Energy. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger and County Treasurer, Se Fleck appeared.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 26, 2012. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
No certificates of correction or refund submitted by the County Assessor.
Motion by Deterding, seconded by Hewgley to approve the motor vehicle applications submitted by Region II Human Services and Salvation Army as recommended for approval by the County Treasurer. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption applications submitted by Harvest Christian Fellowship Church and North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 2012-34 that the following described road is vacated All of that part of West Foothill Road beginning at the east section line of Section 33; Township 15 North; Range 31 West of the 6th P.M., Lincoln County, Nebraska, following a westerly line thru above described section for a distance of 2,963 feet and that the said vacated public road shall remain public property and that the title of said vacated public road shall be reserved and retained by The county of Lincoln, Nebraska and that the said vacated road shall be used for public purposes. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.

Advance notice and the agenda for the December 3, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, December 10, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
