Meeting of the Lincoln County Board of Commissioners. Present were Commissioners
Joe Hewgley, Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White
and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Hewgley
called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for
public review and the County Board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the
Lincoln County Board of Commissioners meeting held on May 3, 2010. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the
treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted
“aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to receive and order filed the fee
reports submitted by County Treasurer, County Court and County Clerk. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Chairman Hewgley issued a Proclamation to observe the week of May 10, 2010 as
National Police Week and to observe May 14th & 15th as Peace Officers’ Memorial Day.
Motion by Roethemeyer, seconded by Deterding to authorize the Chairman to sign a
contract with Simon Contractors for asphalt concrete paving as per the Lincoln County
Department of Roads 2010 One Year Road Plan, Project No. LCDOR 2010-2. Upon
roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Chairman Hewgley issued a Proclamation to observe Monday, May 10, 2010 as Keith
Blackledge Day.
Motion by Deterding, seconded by Roethemeyer to adopt Resolution No. 2010-13 to
temporarily transfer $78,798.80 from the Inheritance Fund to the Law Enforcement
Grant Fund for equipment purchased by the Lincoln County Sheriff’s Office. Upon roll
call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to set Tuesday, June 1, 2010 at 10:00
A.M. as a time to receive bids for one new ¾ ton pickup truck for the Lincoln County
Department of Roads. Upon roll call vote Hewgley, Deterding and Roethemeyer voted
“aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:18 A.M. and the Lincoln
County Board of Equalization convened.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for

County Assessor, Mary Ann Long appeared.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the
Lincoln County Board of Equalization meeting held on May 3, 2010. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to authorize the Chairman to sign the
certificates of correction and refund as submitted by the County Assessor. Upon roll
call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln
County Board of Commissioners reconvened.
Sally Vaughn, Executive Director of Region II Human Services made a presentation
concerning services offered and the rate change to $1.50 per capita for the 2010/2011
budget year.
Kirk Nichols (Construction Project Inspector/Owners Rep) gave the County Board a
construction update on the Lincoln County Jail Project.
Approved the following claims presented for payment:
The meeting was adjourned at 10:22 A.M.
Advance notice and the agenda for the May 10, 2010 board meetings were sent to
members of the County Board, County Attorney and all others requesting the same.
Notice was posted at the Lincoln County Courthouse, City Hall and on the county
website.
The agenda for the meetings to be held on Monday, May 17, 2010 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk.
The regular meeting of the Lincoln County Board of Commissioners will be held at the
Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular
meeting of the Lincoln County Board of Equalization will be held at the Lincoln County
Courthouse in the Commissioners Room at 9:15 A.M.
