Meeting of the Lincoln County Board of Commissioners. Present were Commissioners
Joe Hewgley, Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White,
Deputy County Attorney, Joe Wright and County Clerk, Rebecca Rossell. Roethemeyer
offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for
public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve minutes regarding the
Lincoln County Board of Commissioners meeting held on May 24, 2010. Upon roll call
vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to receive and order filed the
treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted
“aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to authorize the chairman to sign the
sub-group application with Blue Cross/Blue Shield of Nebraska effective July 1, 2010.
Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve the addition of securities by
NebraskaLand National Bank as pledged to the Lincoln County Clerk. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to receive and order filed the fee report
submitted by the County Sheriff. Upon roll call vote Deterding, Roethemeyer and
Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and adopt the Updated
Flow Chart of the Lincoln County Jail Project and the Updated Job Description of the
Construction Project Inspector/Owners Representative, and give the chairman of the
Lincoln County Board of Commissioners authority to sign the aforementioned Updated
Flow Chart and Updated Job Description on behalf of the Lincoln County Board of
Commissioners showing approval and adoption. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln
County Board of Equalization convened.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for

Mary Ann Long, Lincoln County Assessor, was present.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the
Lincoln County Board of Equalization meeting held on May 24, 2010. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to authorize the chairman to sign the
certificates of correction and refund as submitted by the County Assessor. Upon roll
call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the notice of valuation
changes numbered 2010-001 to 2010-008 as submitted by the County Assessor. Upon
roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:30 A.M. and the Lincoln
County Board of Commissioners reconvened.
Gwendolyn Johnson, applicant and Michelle McFarland of Region II appeared to
discuss a general assistance appeal filed by Gwendolyn. Dawn Anderson and Keri
Miller of HHS were also present. All were sworn in to give testimony.
At the request of Gwendolyn Johnson a continuance was granted and will the appeal
will be heard at the June 14, 2010 board meeting at 9:30 A.M.
The following bids were received for one new ¾ ton pickup truck for the Lincoln County
Department of Roads:

Bill Summers Ford $21,252.50
Motion by Deterding, seconded by Roethemeyer to accept the low bid of Bill Summers
Ford in the amount of $21,252.50. Upon roll call vote Deterding, Roethemeyer and
Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to enter into a County Road Rail
Structure Agreement with Nebraska Public Power District. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Kirk Nichols (Construction Project Inspector/Owners Representative) and Carol Rouw
(appearing by phone) of Treanor Architects gave the county board a construction
update on the Lincoln County Jail Project.
Motion by Deterding, seconded by Roethemeyer to go into closed session at 10:37 A.M.
for strategy session concerning bargaining with F.O.P. Lodge #26. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Chairman Hewgley restated the reason for the closed session.
Motion by Roethemeyer, seconded by Deterding to go into open session at 11:35 A.M.
Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Approved the following claims presented for payment:
The meeting was adjourned at 12:20 P.M.
Advance notice and the agenda for the June 1, 2010 board meetings were sent to
members of the county board, county attorney and all others requesting the same.
Notice was posted at the Lincoln County Courthouse, City Hall and on the county
website.
The agenda for the meetings to be held on Monday, June 7, 2010 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk.
The regular meeting of the Lincoln County Board of Commissioners will be held at the
Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular
meeting of the Lincoln County Board of Equalization will be held at the Lincoln County
Courthouse in the Commissioners Room at 9:15 A.M.
