Meeting of the Lincoln County Board of Commissioners. Present were Commissioners
Joe Hewgley, Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White,
Deputy County Attorney, Joe Wright and County Clerk, Rebecca Rossell. Roethemeyer
offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for
public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the
Lincoln County Board of Commissioners meeting held on August 2, 2010. Upon roll call
vote Roethemeyer, Deterding and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the
treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted
“aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the fee
reports submitted by County Treasurer, County Clerk, County Court and Clerk of District
Court. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays,
none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln
County Board of Equalization convened.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for

County Assessor, Mary Ann Long, appeared.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the
Lincoln County Board of Equalization meeting held on August 2, 2010. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
There no certificates of correction or refund submitted by the County Assessor.
Motion by Deterding, seconded by Roethemeyer to approve the notice of valuation
changes numbered 2010-332 thru 2010-337as submitted by the County Assessor.
Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln
County Board of Commissioners reconvened.
Motion by Deterding, seconded by Roethemeyer to recommend approval of the special
designated liquor permit submitted by the Fraternal Order of Eagles for an event to be
held on October 9, 2010 at the Lincoln County Fairgrounds. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Jerry Hitchcock, Lincoln County Highway Supt., reported that he had conducted a
speed study on West State Farm Road, West Walker Road and South Buffalo Road.
Hitchcock drafted a resolution establishing the following speed limits for West State
Farm Road: 25 mph running west from South Hwy 83/West State Farm Road
intersection to a point 175’ west of the bike path crossing, then increasing to 45mph
running west to a point 175’ west of the South Buffalo and West State Farm intersection
then increasing to 55 mph continuing on west.
Dale Gleason, suggested school signs so it would be 25 mph during specified times
only.
Commissioner Hewgley commented that school signs are good but a lot of people use
the bike path and college driveways.
Hitchcock also expressed that UNL has 75 full time employees.
Roethemeyer indicated the Extension Office had added additional traffic in the area as
well.
Motion by Deterding, seconded by Roethemeyer to adopt Resolution No. 2010-16
establishing the speed limits on West State Farm Road as presented. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Hitchcock proposed the following speed limits for West Walker Road: 45 mph for the
part of Walker Road running west from the intersection of Echo Drive and Walker Road
continuing to the west boundary of Indian Meadows Golf Course, then continuing on
west at 55 mph.
Motion by Roethemeyer, seconded by Deterding to adopt Resolution No. 2010-17
establishing the speed limits on West Walker Road as presented. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Hitchcock voiced his recommendation for the following speed limit for South Buffalo
Road: 35 mph from a point 175’ south of the Cherokee Road and South Buffalo Road
intersection running north to the South Buffalo Road/West State Farm Road
intersection.
Larry Bauman rendered his concerns about South Buffalo Road.
Hitchcock commented that he would encourage doing a new study after 90 days to see
if any changes were necessary.
Motion by Deterding, seconded by Roethemeyer to adopt Resolution No. 2010-18
establishing the speed limit on South Buffalo Road as presented. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Hitchcock disclosed that at the request of the City of North Platte that Lincoln County
add to the 2010 One Year Road Plan the construction of a road on the part of Webster
Street that will run South for approximately 100 feet from Highway 30 at no expense to
Lincoln County.
Motion by Roethemeyer, seconded by Deterding to adopt Resolution No. 2010-19
changing the 2010 One Year Road Plan and adding this project concerning Webster
Street to it. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.
Nays, none.
Hitchcock disclosed that he had conducted a speed study on North Lake Road at three
different locations. His recommendation 35 mph then increasing to 45 mph after 175’
west of the sharp curve by the state rec area.
Wes Grady commented that signage needs to be improved and that it could easily be
55 mph from the rec area to the inlet.
Commissioner Deterding voiced that people will run 5 – 10 mph over the posted limit.
Hitchcock stated that every major access will have a speed limit sign posted.
County Board agreed with recommendation and requested a resolution be drafted for
the next board meeting.
Motion by Deterding, seconded by Roethemeyer to declare the county’s scrap tires in
the Lincoln County Road Department to be surplus property which is obsolete or
unusable by the county and to authorize Jerry Hitchcock, Lincoln County Highway
Supt., to sell the scrap tires as permitted under Neb. Rev. Statute 23-3115 (Reissue
2007). Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays,
none.
Motion by Deterding, seconded by Roethemeyer to declare the value of the surplus
property (scrap tires) located at the Lincoln County Road Department at $100. Upon
roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Conducted a budget work session.
Approved the following claims presented for payment:
Advance notice and the agenda for the August 9, 2010 board meetings were sent to
members of the county board, county attorney and all others requesting the same.
Notice was posted at the Lincoln County Courthouse, City Hall and on the county
website.
The agenda for the meetings to be held on August 16, 2010 will be kept continually
current and open for inspection at the office of the Lincoln County Clerk. The regular
meeting of the Lincoln County Board of Commissioners will be held at the Lincoln
County Courthouse in the Commissioner’s Room at 9:00 A.M. The regular meeting of
the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse
in the Commissioner’s Room at 9:15 A.M.
