Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley,

Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White, and County Clerk, Rebecca

Rossell. Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review

and the county board will comply with the open meeting requirements.

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County

Board of Commissioners meeting held on November 15, 2010. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to receive and order filed the treasurer’s receipts.

Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to receive and order filed the fee reports submitted

by the County Sheriff and Register of Deeds. Upon roll call vote Deterding, Roethemeyer and

Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to approve the substitution of securities by Adams

Bank & Trust as pledged to the County Treasurer. Upon roll call vote Deterding, Roethemeyer and

Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of

Equalization convened.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review

and the county board will comply with the open meeting requirements.

County Assessor, Mary Ann Long appeared.

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County

Board of Equalization meeting held on November 15, 2010. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

No certificates of correction or refund were submitted.

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of

Commissioners reconvened.

Kirk Nichols (Construction Project Manager/Owners Representative) and Carol Rouw of Treanor

Architects (appearing by phone) gave a construction update of the Lincoln County Sheriff’s Office &

Detention Center.

The following informal bids were received for one used mid-sized sedan for the Lincoln County

Sheriff’s Office:

 

Janssen Jeep Dodge Bid 1 $13,972

Bid 2 $15,584

Jody’s Auto Sales Bid 1 $14,322

National Car Rental & Sales Bid 1 $16,500

Joe Watt Auto Sales Bid 1 $11, 900

Jerry Remus Chevrolet Bid 1 $12,480

Motion by Roethemeyer, seconded by Deterding to accept the informal bid of Jody’s Auto Sales for a

2010 Chevy Impala – 6 Cylinder – White color in the amount of $14,322.00.

Commissioner Deterding then commented on the possibility of the Janssen bid maybe being a better

deal.

Ron Johnson, salesman, asked why Jody’s Auto Sales was allowed to add the extended warranty to

the bid, when Bill Summers was ten minutes late and they were not allowed to submit.

Commissioner Hewgley replied that this was an informal bid process.

Upon roll call vote Roethemeyer, Deterding and Hewgley voted “aye”. Nays, none.

Rich Walters, coordinator of West Central & Platte Valley Weed Management Area, made a

presentation concerning the activities of the last several years that the district has been involved,

grant funds and long term goals.

Approved the following claims presented for payment:

The meeting was adjourned at 12:12 P.M.

Advance notice and the agenda for the November 22, 2010 board meetings were sent to members of

the county board, county attorney and all others requesting the same. Notice was posted at the

Lincoln County Courthouse, City Hall and on the county website.

The agenda for the meetings to be held on November 29, 2010 will be kept continually current and

open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln

County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners

Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at

the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
