Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley,
Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White, Deputy County Attorney, Joe
Wright and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the
meeting to order at 9:02 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review
and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County
Board of Commissioners meeting held on November 22, 2010. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
No treasurer’s receipts were presented.
Motion by Roethemeyer, seconded by Deterding to approve the addition of securities by Farmers
State Bank as pledged to the County Treasurer. Upon roll call vote Deterding, Roethemeyer and
Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of
Equalization convened.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review

County Treasurer, Sue Fleck and County Assessor, Mary Ann Long was present.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County
Board of Equalization meeting held on November 22, 2010. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
No certificates of correction or refund were presented.
Motion by Deterding, seconded by Roethemeyer to approve the motor vehicle tax exemption
applications submitted by the North Platte Opportunity Center, Region II Services and the Salvation
Army as recommended for approval by the County Treasurer. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve the motor vehicle tax exemption
applications submitted by Harvest Christian Fellowship Church, North Platte Catholic Schools, and
North Platte Opportunity Center as recommended for approval by the County Treasurer. Upon roll
call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of
Commissioners reconvened.
Kirk Nichols (Construction Project Manager/Owners Representative) and Carol Rouw of Treanor
Architects (appearing by phone) gave a construction update on the Lincoln County Sheriff’s Office
and Detention Center.
A public hearing was opened at 9:31 A.M. concerning the selling of real estate owned by The county
of Lincoln, at fair market value which the board is considering to be $659.00 at this time regarding the
following real estate:
The South 20 feet of Lot 1 and that part of Lot 2 lying South of the line drawn parallel with and 112.5
feet South of the North line of said Lot 2, in Block 6, Bellevue Addition to North Platte, Lincoln County,
Nebraska, located on the East side of Madison Avenue between 10th & 11th Street and next to and
north of the alley in North Platte, Nebraska.
Such real estate at this time is not thought to be required for county purposes.
John Milne commented that his son owns adjacent property. His sister poured cement and he has
been mowing it for many years. He questioned why the county is now showing interest in this
property.
Deputy County Attorney, Joe Wright, reported that the county received a letter asking about the
purchase of this property and what the process would be to purchase it. The county got this property
from a Sheriff’s sale back in the 1970’s.
Commissioner Hewgley related that this board was not even aware this was county property until they
were approached by Myron Walker.
The public hearing was closed at 9:26 A.M.
Motion by Deterding, seconded by Roethemeyer on the following described real estate:

be found to be not required for county purposes, has a fair market value of $659.00, be offered for
sale to the public on December 20, 2010, at 9:30 A.M. to the highest bidder, be advertised for sale as
required by law – giving authority to the Lincoln County Clerk to advertise and sign the notice of sale,
and have the sale conducted by the Chairman of this board. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Sheriff Kramer requested that the County Board reconsider an informal bid accepted at the last board
meeting for a purchase of used mid-sized sedan for the Lincoln County Sheriff’s Office as the vehicle
accepted has a floor shift which did not meet specifications and will not allow the radio equipment to
placed in the vehicle.
County Commissioners discussed the other vehicles that been submitted for informal bid at the last
board meeting. The two vehicles from Janssen Motors also had floor shifts, National Car Sales
vehicle was silver rather than white in color, the vehicle from Jerry Remus also has a floor shift and is
silver in color. The bid from Joe Watt Auto Sales did meet all specifications at a price of $11,900.00.
Commissioner Hewgley commented that the local dealers had a chance to submit informal bids and
the only other option would be to re-paint a vehicle white.
Motion by Roethemeyer, seconded by Deterding to re-consider action from last week to purchase a
used mid-sized sedan vehicle for the Lincoln County Sheriff’s Office from Jody’s Auto Sales based on
the fact it not meet specifications as publicized. Upon roll call vote Deterding, Roethemeyer and
Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to accept the informal bid of Jody’s Auto Sales for a
2010 Chevy Impala – 6 Cylinder – White color in the amount of $14,322.00. Upon roll call vote:
Ayes, none. Deterding, Roethemeyer and Hewgley voted “nay”. Motion failed.
Motion by Deterding, seconded by Roethemeyer to accept the informal bid of Joe Watt Auto Sales for
a 2008 Chevy with 26,000 miles in white with an extended 3 Year or 36,000 mile warranty in the
amount of $11,900. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays,
none.
Motion by Deterding, seconded by Roethemeyer to enter into a labor agreement between Lincoln
County, Nebraska, and Fraternal Order of Police, Lodge #26, Lincoln County Sheriff’s Employee’s
Association, Inc. for the fiscal year September 1, 2010 thru August 31, 2011. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to go into closed session at 10:17 A.M. on security
matters concerning the Courthouse and for the purpose of protecting public interest. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Chairman Hewgley restated the reason for the closed session.
Motion by Deterding, seconded by Roethemeyer to go into open session at 11:42 A.M. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Approved the following claims presented for payment:
The meeting was adjourned at 11:50 A.M.
Advance notice and the agenda for the November 29, 2010 board meetings were sent to members of
the county board, county attorney and all others requesting the same. Notice was posted at the
Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, December 6, 2010 will be kept continually
current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the
Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the
Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization
will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
