North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley,

Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White, Deputy County Attorney, Joe

Wright and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the

meeting to order at 9:00 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review

and the county board will comply with the open meeting requirements.

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County

Board of Commissioners meeting held on December 13, 2010. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts.

Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to cancel the December 27, 2010 Lincoln County

Board of Commissioners and Lincoln County Board of Equalization meetings. Upon roll call vote

Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Recess as the Lincoln County Board of Commissioners at 9:15 A.M. and convene as the Lincoln

County Board of Equalization.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review

County Assessor, Mary Ann Long and County Treasurer, Sue Fleck was present.

Motion by Roethemeyer, seconded by Deterding to approve minutes regarding the Lincoln County

Board of Equalization meeting held on December 13, 2010. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to approve and authorize the chairman to sign the

certificates of correction and refund on personal property as submitted by the County Assessor.

Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to approve and authorize the chairman to sign the

certificates of correction and refund on real property as submitted by the County Assessor. Upon roll

call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to approve the motor vehicle tax exemption

application for Region II Human Services as recommended for approval by the County Treasurer.

Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Adjourn as the Lincoln County Board of Equalization at 9:21 A.M. and reconvene as the Lincoln

County Board of Commissioners.

 

Bids were received at 9:30 A.M on a bid sheet on real estate owned by The county of Lincoln,

Nebraska described as follows: The South 20 feet of Lot 1 and that part of Lot 2 lying South of the

line drawn parallel with and 112.5 feet South of the North line of said Lot 2, in Block 6, Bellevue

Addition to North Platte, Lincoln County, Nebraska, located on the East side of Madison Avenue

between 10th & 11th Street and next to and north of the alley in North Platte, Nebraska.

North Platte City Attorney, Doug Stack, appeared to relate that the city may have utilities installed on

that property that have been there for many years and they have a prescriptive right to maintain them.

The sale was closed at 9:40 A.M.

Motion by Deterding, seconded by Roethemeyer to accept the bid of $1000 by Myron Walker and

Barbara Hernandez on the above described property. Upon roll call vote Deterding, Roethemeyer

and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to issue a quit claim deed and authorize the

chairman to sign for Myron Walker and Barbara Hernandez as joint tenants in common with right of

survivorship. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Authorizing the chairman to sign the Form 521 was not necessary per Deputy County Attorney, Joe

Wright.

Kirk Nichols (Construction Project Manager/Owners Representative) and Carol Rouw of Treanor

Architects (appearing by phone) gave a construction update on the Lincoln County Sheriff’s Office

and Detention Center.

Approved the following claims presented for payment:

Advance notice and the agenda for the December 20, 2010 board meetings were sent to members of

the county board, county attorney and all others requesting the same. Notice was posted at the

Lincoln County Courthouse, City Hall and on the county website.

The December 27, 2010 board meetings were cancelled.

The agenda for the meetings to be held on Monday, January 3, 2011 will be kept continually current

and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln

County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s

Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at

the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
