North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White.  Deterding offered prayer.  Chairman Deterding called the meeting to order at 9:02 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 11, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the fee reports submitted by the County Sheriff and Register of Deeds.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the agreement with Condon Signs for the Lincoln County Sheriff’s Office and Detention Center for a 3 x 3 aluminum sign for a total cost of $2171.00 which includes installation.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger was present.

 

Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 11, 2011.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction and refund submitted by the County Assessor on real property.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor on personal property.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Emergency Management Director, Jim Nitz, appeared to give his quarterly report from January 1, 2011 to March 31, 2011.

 

Michael Chipps of Mid Plains Community College and Dan Mauk of DEVCO related that the college is finalizing two projects that they have been working on for many years.  A complex at the McCook campus and a health complex at the North Platte campus.  The college still needs an additional 1.6 million to complete the projects.  They commented that the college creates economic development and on the importance of health care in greater Nebraska.  The health complex would improve the economy and create job opportunities.  They requested the county to consider a $250,000 gift to the college.

 

Chairman Deterding commented that he understood the importance of the projects but the county is also addressing budget issues.

 

Commissioner Hewgley stated the county is facing a deficit and may not be able to fund our own operations.

 

No action was taken on the request.

 

Jack Gier presented informal bids received on a courthouse lawn sprinkler system.

 

No action was taken on the informal bids.

 

Scott Rasmussen, representing Fun Center, Inc. appeared to answer any questions the board might have on the special designated liquor application for a wedding reception to be held at the Creekside Event Center.

 

Sheriff Kramer reported that he had talked with Scott and had no problem with the application.

 

Motion by Hewgley, seconded by Roethemeyer to approve the special designated liquor application submitted by Fun Center, Inc. for an event to be held on April 30, 2011 at the Creekside Event Center.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Kirk Nichols gave a construction update on the Lincoln County Sheriff’s Office and Detention Center.

 

The following bids were received for asbestos and lead based paint removal of the existing Lincoln County Jail:

 

Horsley Specialties RC       $36,763.00

Eagle Environmental          $39,930.00

 

Motion by Hewgley, seconded by Roethemeyer to accept the low bid of Horsley Specialties in the amount of $36,763.00.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

County Highway Superintendent, Jerry Hitchcock requested that scrap iron agenda item by continued so he can research Nebraska State Statute as the value of the scrap iron many exceed $500.00.

 

Approved the following claims presented for payment:

 

The meeting was adjourned at 11:26 A.M.

 

Advance notice and the agenda for the April 18, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on April 25, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
