Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White.  Deterding offered prayer.  Chairman Deterding called the meeting to order at 9:02 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 2, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee reports submitted by County Treasurer, County Clerk, Clerk of District Court and County Court.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to accept the Return of Appraisers awards in Case No. CI 11-679, in the County Court of Lincoln County, Nebraska, and order that claims be paid and deposited into the Lincoln County Court in the amount of the awards in said Return of Appraisers regarding the eminent domain proceedings on Tracts 11 (amount awarded $27,925) and 13 (amount awarded $4,365) in Project RRZ-1390(3), Control No. 61416, regarding project commonly known as Front Road Grade

Separation concerning real estate owned by Hansen’s Hidden Acres, LLC, which

is located in Section 26, Township 14 North, Range 32 West of the 6th P.M., Lincoln County, Nebraska.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to authorize the Chairman to sign a contract with Ballou Pavement Solutions, Inc., for micro surfacing as per the Lincoln County Department of Roads 2011 One Year Plan, Project No. LCDOR-2011-1.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, appeared.

 

Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 2, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Deputy County Attorney, Joe Wright, arrived at 9:19 A.M.

 

Commissioner Hewgley reported that he obtained 2 proposals for providing an engineering study and construction estimates for an electrical, mechanical and plumbing system replacement project in the Lincoln County Courthouse.  The following proposals were presented:  ME Group – $12,000 plus an additional $2,000 if requiring a presentation to the county board; Kucirek Engineering, Inc. – Range of $7,500 to $20,000 which includes the presentation to the county board.

 

Commissioner Hewgley requested a continuance to verify several items in the proposals.

 

Motion by Hewgley, seconded by Roethemeyer to continue the above item until the May 16, 2011 county board meeting.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Presentation by Sally Vaughn of Region II Human Services.  She reported there will be in an increase in assessment this year to $1.54 per capital for the 2011/2012 budget.

 

Motion by Hewgley, seconded by Roethemeyer to set May 31, 2011 at 10:00 A.M. to receive bids for motor graders for the Lincoln County Department of Roads.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to continue Item #8 until the next county board meeting.

 

8.         9:50 A.M.       Discuss and consider approving the following Administrative Settlement Report, entering The county of Lincoln in to the following contract, and giving authority to the Chairman to sign the below documents, concerning the construction of a new viaduct in Lincoln County (Front Road Grade Separation), Project No. RRZ-1390(3), and State Control No. 61416.

Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the special designated liquor permits for White Bison LLC dba 5 Trails Winery for events to be held on May 23, 2011 and June 5, 2011 at Hwy 25 South Tower Road (Oregon Trail Golf Course).  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the special designated liquor permit for Charles M. Burklund for events to be held on May 27, 28 & 29, 2011 at 4684 West Highway 30.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Chairman Hewgley stated for the record that correspondence had been received from Sheriff Kramer on the two liquor permits stated above and had no opposition to either license.

 

Motion by Hewgley, seconded by Roethemeyer to set June 6, 2011 at 9:30 A.M. for public hearing regarding amendments to include Section 6:204 to increase grave site fees from $117.50 to $200.00 and cremation plots from $55 to $100.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

Advance notice and the agenda for the May 9, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on May 16, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
