Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer and County Clerk, Rebecca Rossell.  Roethemeyer offered prayer.  Chairman Deterding called the meeting to order at 9:02 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 23, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to authorize the chairman to sign the NACO Blue Cross/Blue Shield Subgroup Application for 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Joe Wright, Deputy County Attorney, arrived at 9:10 A.M.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger and Deputy County Treasurer, Deb McNeel was present.

 

Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 23, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption applications submitted by Berean Fundamental Church, First Baptist Church- North Platte and Riverside Baptist Church as recommended by the County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by Great Plains Regional Medical Center and North Platte Catholic Schools as recommended by the County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Roethemeyer to approve the special designated liquor permit submitted by Charles M. Burklund for an event to be held by Unreel Events on July 1, 2 & 3, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Sheriff Kramer reported that all the equipment is purchased for the Nebraska Statewide Radio System and some of the installation is done.  This is the final stage of the project and there is money in the budget to finish it.

 

Motion by Hewgley, seconded by Roethemeyer to approve the service agreement between the State of Nebraska Office of the Chief Information Officer and Lincoln County relating to use of the Nebraska Statewide Radio System.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

County Highway Supt., Jerry Hitchcock, will review bids and make a recommendation to the county board at the next meeting.

 

Jim Nitz, Lincoln County Emergency Manager, reported on flood related issues in the area.  The North Platte River is expected to be at 8.5 ft by next weekend and there may be possible heavy rain in the forecast. The White Horse Creek area is being affected and there is a breech in the dike of the railroad bridge.

 

Jerry Hitchcock, Highway Supt., disclosed that they have closed North Airport Road and Long School Road due to flooding.

 

Nitz stated that the duration of the flooding could be 45 days minimum.  The rapid snow melt they are expecting in Colorado and Wyoming could raise river levels to 10 or 11 feet.  They city and county will be dealing with some long term issues from this event.  A disaster declaration has been signed by the county with an 80/20 split of expenses.  If this is a statewide event it may go to a federal declaration and then it would be 100% paid. The American Red Cross is working on setting up shelter sites for evacuees.  The South Platte River will see flood level water prior to the end of June.  There will be a back of 4 ft on the North Platte where the two converge at this point in time.

 

Motion by Hewgley, seconded by Roethemeyer to appoint Jim Nitz, Emergency Management Director, the Incident Commander for Lincoln County for this event. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

County Assessor, Julie Stenger and Charity Farley appeared to discuss the purchase of a new CAMA system to be paid for over the next two years.  Stenger stated that she is not going to replace an employee and will not have the GIS payment that she has had in past years so she would like to take this money and put it toward the purchase of the new CAMA system.  This one system will replace the use of three separate systems currently being used.

 

Motion by Hewgley, seconded by Roethemeyer to authorize the Lincoln County Assessor’s Office to come back to the board with a contract for the purchase in the amount of $82,171 for Tyler Technologies Orion CAMA system to be paid out the of the County Assessor’s budget over a 2 year period.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Commissioner Deterding and Noxious Weed Board Chairman, Darold Miller, reported they had interviewed 5 candidates for the Noxious Weed Supt. position.  Commissioner Deterding gave a brief summary of the top candidates and recommended that the board offer the position to Rodney Yost.

 

Motion by Hewgley, seconded by Roethemeyer to offer the position of Noxious Weed Supt. to Rodney Yost and authorize the Chairman to negotiate terms of salary and benefits subject to the approval of the County Board.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

A construction update of the Lincoln County Sheriff’s Office & Detention Center was given by Kirk Nichols.  Dan Rowe of Treanor Architects appeared by phone.

Advance notice and the agenda for the May 31, 2011 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, June 6, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
