North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and County Board Assistant, Tammy White.  Deterding offered prayer.  Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 20, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the right of way permit submitted by Nebraska Public Power District.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to authorize the chairman to sign a joinder agreement for group term life insurance with National Insurance Services Insurance Trust and sign a letter to amend the Lincoln County group life insurance plan to match the leave provision of the NACO group life insurance plan.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the decrease of securities by First National Bank as pledged to the Lincoln County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to withdraw the grant request to the North Platte Quality Growth Fund from the North Platte/Lincoln County Convention & Visitors Bureau.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to authorize the chairman to sign the additional products and services authorization agreement with Nationwide Retirement Solutions.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to authorize the Chairman to sign the Region II Human Services Interlocal participation for 2011/2012 for behavioral health services.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2011-21 transferring $3000 from the Misc. Budget to the Federal Payroll O.A.S.I. budget within the General Fund for the 2011/2012 fiscal year.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Treasurer, Sue Fleck and County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 20, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to authorize the chairman to sign the certificates of correction and refund on real property as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to authorize the chairman to sign the certificates of correction and refund on personal property as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption applications for Boy Scout Troop #81 and North Platte Catholic Schools as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by North Platte Baptist Church and West Central Health Dept. as recommended by the County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Henry Vogt, appraiser for the County Assessor’s Office, states that he had inspected the property owned by Terri Calhoun on May 27, 2011.  This parcel is all accretions so they have been putting all of these like parcels as recreation land.

 

Terri Calhoun reported that they do not lease the property for hunting.  They put ranch horses and cow and calves on it when they can.  The high water has washed out the bridge and this parcel cannot be used right now.

 

Commissioner Roethemeyer asked if this parcel had always been a part of the ranch.

 

Terri replied yes.

 

Motion by Hewgley, seconded by Roethemeyer to approve the special valuation request of Terri Calhoun on parcel #59370 as it is contiguous with the Calhoun property and has been used for agricultural purposes.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:32 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Roethemeyer, seconded by Hewgley to approve the special designated liquor permit submitted by Fun Center Inc. dba Touchdown Club for a class reunion to be held on July 30, 2011 at the Creekside Event Center.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to:

 

Accept the Return of Appraisers award in Case No. CI 11-948, in the County Court of Lincoln County, Nebraska, and order that a claim be paid and deposited into the Lincoln County Court in the amount of $6,000.00, the award entered in said Return of Appraisers regarding the eminent domain proceedings on Tract 10 (1.09 acres) and the uneconomic remainder of .67 acres in Project RRZ-1390(3), Control No. 61416, regarding project commonly known as Front Road Grade Separation concerning real estate owned by Olson Farms, Inc., which is located in Section 27, Township 14 North, Range 32 West of the Sixth Principal Meridian, in the County of Lincoln, Nebraska.

 

Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to:

 

Accept the “Amendment to the Return of Appraisers to Correct Clerical Error” award in Case No. CI 11-1074, in the County Court of Lincoln County, and order that a claim be paid and deposited into the Lincoln County Court in the amount of $3,000.00, the award entered in said “Amendment to the Return Appraisers to Correct Clerical Error” regarding the eminent domain proceedings on Tract 8 in Project RRZ-1390(3), Control No. 61416, regarding project commonly known as Front Road Grade Separation concerning real estate owned by David A. Steffes a/k/a David Steffes and Valerie J. Steffes a/k/a Valerie Steffes, which is located in Section 28, Township 14 North, Range 31 West of the Sixth Principal Meridian, in the County of Lincoln, Nebraska.

 

Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to:

Accept the Return of Appraisers award in Case No. CI 11-1177, in the County Court of Lincoln County, Nebraska, and order that a claim be paid and deposited into the Lincoln County Court in the amount of $32,100.00, the award entered in said Return of Appraisers regarding the eminent domain proceedings on Tract 6 (2.26 acres) and the uneconomic remainder of 1.28 acres in Project RRZ-1390(3), Control No. 61416, regarding project commonly known as Front Road Grade Separation concerning real estate owned by Valerie J. Steffes a/k/a Valerie Steffes, which is located in Section 29, Township 14 North, Range 31 West of the Sixth Principal Meridian, in the County of Lincoln, Nebraska.

 

Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to:

 

Accept the Return of Appraisers award in Case No. CI 11-1180, in the County Court of Lincoln County, Nebraska, and order that a claim be paid and deposited into the Lincoln County Court in the amount of $209,528.00, the award entered in said Return of Appraisers regarding the eminent domain proceedings on Tract 5 in Project RRZ-1390(3), Control No. 61416, regarding project commonly known as Front Road Grade Separation concerning real estate owned by Jerome H. Steffes and Betty L. Steffes, as tenants in common, and being sold to David A. Steffes a/k/a David Steffes (married to Valerie J. Steffes a/k/a Valerie Steffes),  which is located in Section 29, Township 14 North, Range 31 West of the Sixth Principal Meridian, in the County of Lincoln, Nebraska.

 

Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Approved the following claims presented for payment:

 

The Lincoln County Board of Commissioners recessed at 10:56 A.M. and the Lincoln County Board of Equalization convened.

 

Discussed and considered property valuation protests on real property as filed with the Lincoln County Clerk.

 

The Lincoln County Board of Equalization adjourned at 12:44 P.M. and the Lincoln County Board of Commissioners reconvened.

 

The Lincoln County Board of Commissioners adjourned at 12:45 P.M.

 

Advance notice and the agenda for the June 27, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Tuesday, July 5, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
