Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Deputy County Attorney, Joe Wright and Board Assistant, Tammy White.  Hewgley offered prayer.  Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 18, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the Condition of the Treasury of Lincoln County, NE from January 1, 2011 to June 30, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign Amendments #2 & #3 to National Insurance Services Trust.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the addition of securities by Farmers State Bank – Wallace as pledged to the Lincoln County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization minutes for meetings held on July 18, 19 & 20, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption application for Calvary Baptist Church as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye’”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption application for Community Action Partnership as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the notice of valuation changes numbered 2011-054 thru 2011-055 as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the extension of filing deadline on the homestead exemption application submitted by David & Georgina Geise.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the extension of filing deadline on the homestead exemption application submitted by Sharon J. Neal.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the extension of filing deadline on the homestead exemption application submitted by Peter & Herlinda Kopecky.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the extension of filing deadline on the homestead exemption application submitted by Wanda L. Evans.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the extension of filing deadline on the homestead exemption application submitted by Arlis J. Decker.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:30 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Roethemeyer to approve the special designated liquor permits by Charles M. Burklund for Unreel Events located at 4684 West Hwy 30 for August 5 – 7, 2011 and August 27-28, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

County Assessor, Julie Stenger, presented here 3 Year of Plan of Assessment Update for Lincoln County for 2011.

 

Motion by Hewgley, seconded by Roethemeyer to table the agreement with TranSystems to obtain further information concerning Project RRZ-1390(3) (Front Road Grade Separation) until next week.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign the deed of correction concerning Tract 3 of Project RRZ-1390(3), Control No. 61416, regarding project commonly known as Front Road Grade Separation.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and adopt Resolution No. 2011-26 concerning the Federal Funds Purchase Agreement between Lincoln County, NE and the Nebraska Department of Roads.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Paul Greiger of D.A. Davidson appeared to discuss the possibility of refinancing of the 2008 General Obligation bonds for the jail project.  He projected a possible savings of $300,000 over the life of the bonds.  They could present a proposed resolution at the next board meeting if the county would like to proceed.

 

Commissioner Hewgley asked if there is any way to streamline the process and get it done faster.

 

Paul replied that it would be next week before a parameters resolution could be drafted and presented to the board.  This resolution would give them flexibility and would authorize Commissioner Roethemeyer to sign off on the interest rates.  They would use the same procedure as last time for the sale of the bonds.

 

Motion by Hewgley, seconded by Roethemeyer to authorize Paul Greiger of D.A. Davidson & Co. to return next week with a parameters resolution not to exceed 4% and to expedite to the best of their ability the process to go to market with the bonds.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

Advance notice and the agenda for the July 25, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on August 1, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
