Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Deputy County Attorney, Joe Wright and Board Assistant, Tammy White.  Roethemeyer offered prayer.  Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 25, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2011-27 directing the County Treasurer to issue tax sale certificates on those parcels which there are two years delinquent real estate taxes or special assessments.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to authorize the chairman to sign the real estate transfer statement regarding the Deed of Correction executed by Arline Kumor and accepted by Lincoln County, NE on July 25, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the withdrawal of securities by NebraskaLand National Bank as pledged to the Lincoln County Clerk.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger and County Treasurer, Sue Fleck appeared.

 

Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Equalization held on July 25, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle exemption application by Revival Revolution as recommended by County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the notice of valuation changes numbered 2011-056 thru 2011-059 as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Susan Maline, CPA, presented the 2011/2012 Preliminary Budget for Lincoln County, NE.

 

Motion by Hewgley, seconded by Roethemeyer to authorize the chairman to sign the partial acquisition contract with Dawson County Public Power District purchasing certain real estate owned by Dawson County Public Power District for $860 located in Section 29, Township 14 North, Range 31 West of the 6th P.M. for Project RRZ-1390(3), Control No. 61416 commonly known as Front Road Grade Separation. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the oral/sign language contract with Linda Johnson and authorize the chairman to sign.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 10:32 A.M.

 

The Lincoln County Board of Commissioners reconvened at 11:00 A.M.

 

Paul Grieger of D. A. Davidson & Co. appeared to present resolutions to call for early redemption of the Series 2008 General Obligation Bonds and reissuance of General Obligation Refunding Bonds Series 2011.

 

Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2011-28 authorizing the Series 2008 General Obligation Bonds to be called for early redemption.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2011-29 authorizing the issuance of General Obligation Refund Bonds Series 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

A budget work session was held concerning the 2011/2012 budget.

 

The Lincoln County board of Commissioner recessed at 12:17 P.M. and reconvened at 2:03 P.M.

 

The budget work session concerning the 2011/2012 budget was continued.

Advance notice and the agenda for the August 1, 2011 board meetings were sent to the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on August 8, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
