Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, Lincoln County Clerk, Rebecca Rossell and Board Assistant, Tammy White. Roethemeyer offered prayer. Chairman Deterding called the meeting to order at 9:02 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 10, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the sub grant agreement for child support services for the Clerk of the District with the Nebraska Department of Health & Human Services. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to receive and order filed the fee report submitted by the County Treasurer. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization reconvened.

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the notice of valuation change numbered 2011-091 as submitted by the County Assessor. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Lisa Burke, Executive Director and Clarine Eickhoff, Board Chairman of the North Platte/Lincoln County Convention & Visitors Bureau presented the advisory committee improvement fund grant award recommendations. The committee had $800,000 in requests and a budget of $208,000 to help spur economic development in Lincoln County. There were two categories this year – minor grants under $10,000 and major grants over $10,000. The following 11 applications were received:

The county board thanked the advisory committee for the excellent job on the grant award process.
Motion by Hewgley, seconded by Roethemeyer to approve the North Platte/Lincoln County Convention & Visitors Bureau Advisory Committee improvement fund grant award recommendations as presented. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Sgt. Lonnie McDonald presented two mini-grant applications for consideration. The first grant is for seatbelt enforcement and will run for one week in November in the amount of $7,700. The other grant is for alcohol/driving enforcement and will run for the month of December on weekends in the amount of $7,000.00
Motion by Hewgley, seconded by Roethemeyer to approve the selective overtime enforcement mini grant applications to be submitted to the Nebraska Office of Highway Safety for the Lincoln County Sheriff’s Office and authorize the chairman to sign. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Cynthia Kimber – FEMA Intergovernmental Affairs gave a FEMA disaster recovery update and overview. She reported there were 67 individuals in Lincoln County who registered for individual assistance.
Quarterly report by Jim Nitz, Emergency Management Director, for the quarter ending September 30, 2011.
Motion by Hewgley, seconded by Roethemeyer to authorize the chairman to sign the Certificate of Compliance for Lincoln County Department of Roads Project No. STPP-STWD – (67) – Object Markers as the project is now completed. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Rebecca Rossell, Lincoln County Clerk & Election Commissioner presented 6 different proposals from GIS Workshop Inc. concerning the 2010 census data and proposed re-districting changes to the Lincoln County Commissioner Districts and Voting precincts. Proposal # 6 will be submitted at the next meeting for approval by the county board.
Met with other elected officials and department heads at noon. Discussion included 2011 County Government Day and the upcoming 2011 NACO convention to be held in Kearney, NE.

Advance notice and the agenda for the October 17, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on October 24, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
