Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Board Assistant, Tammy White and Deputy County Attorney, Joe Wright. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 3, 2012. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to appoint Willis Roethemeyer as Lincoln County Board of Commissioners Chairman for 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to appoint Joe Hewgley as Lincoln County Board of Commissioners Vice Chairman for 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to appoint the North Platte Telegraph as the official newspaper to publish legal notices in 2012 for Lincoln County. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 2012-02 authorizing the County Treasurer to invest funds for 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports submitted by County Court, County Clerk and Clerk of District Court. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the substitution of securities by NebraskaLand National Bank as pledged to the County Clerk. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve the substitution of securities by First National Bank as pledged to the County Treasurer. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve the substitution of securities by Equitable Bank as pledged to the County Treasurer. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2012-03 authorizing the Lincoln County Attorney to foreclose “DD” tax sale certificates issued by the Lincoln County Treasurer. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:30 A.M. and the Lincoln County Board of Equalization convened.

Motion by Hewgley, seconded by Deterding to appoint Willis Roethemeyer as Lincoln County Board of Equalization Chairman for 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to appoint Joe Hewgley as Lincoln County Board of Equalization Vice Chairman for 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 3, 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
There were no certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:31 A.M. and the Lincoln County Board of Commissioners reconvened.

Booker Boyer and Terry Heessel appeared to represent the Lincoln County Safety Committee. The last committee meeting was constructive and they are requesting to add 2 more members to the safety committee. The plan is to add Building and Maintenance Director, Jack Gier, to the committee as a management member as he is the one that could approve the items requested from the building and grounds budget. They would also add one more employee representative.
Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2012-04 to increase the number of members on the Lincoln County Safety Committee. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the Professional Service Agreement between Lincoln County, Nebraska, and West Central Nebraska Development District as part of the CDBG grant agreement with the State of Nebraska Department of Economic Development regarding the Greenbrier Rail Expansion Project and give authority to the chairman to initial the typo that is corrected and sign the agreement on behalf of the board and The county of Lincoln, Nebraska. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Commissioner Deterding reported that the Emergency Management Interview committee recommends the appointment of Daniel Guenthner as Emergency Management Director at the salary of $36,000 per year.
Motion by Deterding, seconded by Hewgley to appoint Daniel Guenthner as Lincoln County Emergency Management Director at a salary of $36,000 per year. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

Advance notice and the agenda for the January 9, 2012 board meetings were sent to members of the county board, county attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Tuesday, January 17, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
