Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, County Clerk, Rebecca Rossell and Board Assistant, Tammy White. Roethemeyer was absent. Hewgley offered prayer. Vice Chairman Hewgley called the meeting to order at 9:00 A.M.
Vice Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 9, 2012. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Deterding, seconded Hewgley to approve and authorize the chairman to right-of-way permits submitted by Consolidated Long Distance and CenturyLink. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Deterding, seconded by Hewgley to recommend approval for the alternate location (indoor arena) at the Lincoln County Fairgrounds concerning the special designated liquor permits submitted by Lincoln County Ag Society in case of bad weather on July 21, 26, 27 & 28, 2012. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Deterding, seconded by Hewgley to approve the addition of securities by NebraskaLand National Bank as pledged to the Lincoln County Clerk. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports as submitted by the Clerk of District Court and County Treasurer. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 2012-17 directing the County Treasurer to issue tax sale certificates to Lincoln County on those parcels which are 2 years delinquent in real estate taxes or special assessments. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction and refund submitted by the County Assessor. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.
Motion by Deterding, seconded by Hewgley to approve the notice of valuation changes numbered 2012-16 thru 2012-35 as submitted by the County Assessor. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.

Advance notice and the agenda for the July 16, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, July 23, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
