Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and Deputy County Clerk Terry Heessel.  Deterding offered prayer.  Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 14, 2013.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts.  .  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to authorize the Chairman to sign the Management Representation Letter for the 2013 audit.  .  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Chairman Hewgley was excused from the meeting at 9:03 A.M.,

 

Vice-Chairman Deterding recessed the Lincoln County Board of Commissioners at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Vice-Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Deputy County Assessor, Pat Collins appeared.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting on October 14, 2013.  Upon roll call vote Deterding and Roethemeyer voted “aye”.  Nays, none.  Hewgley absent.

 

There were no certificates of correction and refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization recessed at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Roethemeyer, seconded by Deterding to declare the county’s scrap iron in the Lincoln County Road Department to be surplus property, which is obsolete or unusable by the county.  Upon roll call vote Roethemeyer and Deterding vote “aye”.  Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to value the surplus property (scrap iron) located at the Lincoln County Road Department to be $130.00 per ton.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to approve the sale of surplus property to North Platte Metals for $130.00 per ton, contingent on the total value of the surplus property (scrap iron) being under $2500.00.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none. Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to move to enter The county of Lincoln, Nebraska, into a contract with Glenn C. Rosenquist and Patricia B. Rosenquist, husband and wife, wherein The county of Lincoln, Nebraska, is purchasing from Glenn C. Rosenquist and Patricia B. Rosenquist, husband and wife, a permanent easement to certain real estate for $2,891.00, concerning a Bridge Project known as Maxwell Southwest, Project No. Br-1480(11) and State Control No. 61414, and authorize the chairman to sign the contract.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to move to enter The county of Lincoln, Nebraska, into a contract with Bruce L. Reeves, Personal Representative of the Estate of Kenneth L. Reeves, Deceased, and Jeanne L. Reeves wherein The county of Lincoln, Nebraska, is purchasing from Bruce L. Reeves, Personal Representative of the Estate of Kenneth Reeves, Deceased, and Jeanne L. Reeves a permanent easement to certain real estate for $1,506.00, concerning a Bridge Project known as Maxwell Southwest, Project No. Br-1480(11) and State Control No. 61414, and authorize the chairman to sign the contract.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Approved the claims as presented for payment.

 

Commissioner Hewgley returned to the meeting at 10:55 A.M. and signed the above contracts.

 

The meeting was adjourned at 11:00 A.M.

 

Advance notice and the agenda for the October 21, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posed at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, October 28, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
